SUBJECT: TARRANT COUNTY UPDATE
On August 25, 2009, a Pre-Council briefing was provided to City Council on the topic of H1N1
Flu. At that time, Council requested periodic updates on this topic. This weekly IR will update
Council regarding this and any other presentations or decisions made at the Tarrant County
Commissioners Court that have relevance to the City of Fort Worth.
With the Tarrant County Public Health Department (TCPH) taking the lead in developing and
implementing public health strategies to respond to pandemic flu, the City of Fort Worth is poised
to support and expand upon the provision of appropriate public education and outreach activities
to Fort Worth residents. Additionally, as a major employer and provider of essential public
services, the City is developing internal communication tools for its own workforce and facilitating
planning for the possibility of significant employee absenteeism as a result of a pandemic flu.
There is daily communication between the City and Tarrant County to plan public and
organizational messaging and maintain situational awareness.
Within the context of these dual roles, three primary objectives have been developed.
1, To develop a H1 N1 Flu Prevention and Education Plan targeting Fort Worth
residents to provide current information specific to H1 N1 flu prevention strategies,
including resources for seasonal and H1 N1 flu vaccine.
2. To develop a H1 N1 Flu Prevention and Education Plan targeting City of Fort Worth
employees to provide current information specific to H1 N1 flu prevention strategies,
including policies discouraging sick employees from coming to work, and facilitating
seasonal and H1 N1 flu vaccine initiatives for employees.
3. To facilitate completion of departmental "Continuity of Operations" plans to include
plans for prioritizing and continuing or discontinuing existing service levels at
varying levels of staff absenteeism to ensure the provision of essential services.
4. To ensure promotion and administration of a City employee flu vaccination initiative,
in partnership with Concentra, for both seasonal and H1 N1 flu vaccines.
These objectives are currently being accomplished through an inter-departmental work group with
representation from Community Relations, Human Resources and Emergency Management

• Flu activity in Texas is being categorized as "widespread"
• The vast majority of cases seen continue to be mild to moderate outpatient disease
• Those ill are being advised to stay home until 24 hours after fever has disappeared without
the aid of fever-reducing medications
• Severe disease continues to be seen predominantly in individuals with underlying health
conditions
• Since the beginning of this pandemic in April, Texas has had a total of 44 deaths
associated with H1 N1 virus infection
• As of September 29, twelve Tarrant County residents have been hospitalized related H1 N1
Flu
• As of September 29, there has been one pediatric fatality in Tarrant County
• Seasonal Flu:
o Seasonal flu vaccine is now available
0 City emergency responder flu vaccine clinics are completed
o General City employee flu vaccine clinics continue
o Through the end of September, 3,050 City employees have been vaccinated for
seasonal flu through special clinics facilitated through Concentra (this number
represents an increase of approximately 500 employees from last year's initiative)
• H1N1 flu:
H1 N1 flu vaccine is anticipated to begin shipping by mid-October
The H1 N1 flu vaccine will be made available free of charge to registered providers
* Clinical trials so far indicate that only a single dose of H1 N1 vaccine will be required
for adults
* Testing continues to determine if one or two doses will be required for children
The State of Texas anticipates receipt of 1 million doses weekly for dissemination to
local registered providers

Pregnant Women
Household contacts to caregivers for children under 0 months of age
i Healthcare and emergency medical services personnel
All people between the ages of 5 months and 24 years
Persons 25 years through 55 years of age with health conditions associated
with a higher risk of medical complications from influenza
Individuals in these target groups should consult with their physician or the clinic
;there they usually receive their flu vaccines to confirm mailability

c State and local health departments will serve as safety-net for anyone who is not
able to obtain the vaccine in ether healthcare settings
o Individuals not in these priority groups will be offered vaccine at a yet-to-be
determined date (sometime after mid-October)
o Concentra is a registered provider of H1 N1 flu vaccine and the City will sponsor
employee vaccination clinics upon receipt to those employees in the priority groups
and later(as soon as authorized) to all employees
• Antiviral Medications:
* Antiviral medications will be prescribed by physicians and obtained through normal
distribution mechanisms for pharmaceuticals
o Due to supply and drug-resistance concerns, antiviral medications are being
recommended only for people who are ill and in a high risk group

Other Public Education Initiatives:
The 2-1-1 information network has partnered with the Texas Department of State Health Services
to provide a H1 N1 information line for medical providers and the public. This information line
began operation at 1:00 p.m., Friday, September 25, 2009. 2-1-1 is enhancing its capacity in
anticipation of heavy call volumes.
County Commissioners Court — September 29, 2009
Dr, Sandra Parker, Medical Director for Tarrant County, provided a brief report to confirm the
Sunday death of the 14 year old female in Fort Worth due to H1 N1. Following this brief update,
Commissioner Roy Brooks requested that a weekly report be presented to the Court regarding
the H1 N1 situation= Those reports will be incorporated into this weekly report to Council.

H1N1 Communications Plan
Description
Public health officials are preparing this fall for a combination of H IN I flu and seasonal flu. Each flu
type will have a separate vaccination to help combat the illness.
H IN I flu is a new virus first detected in humans in the United States in April 2009. It was originally
referred to as "swine flu"because lab test showed that many of the genes in this new virus were very
similar to flu viruses that normally occur in North American pigs. However, further study showed that it
has two genes from flu viruses that circulate in pigs in Europe and Asia, as well as genes found in bird
and human flu.
Spread of the H IN I flu is thought to occur in the same way that seasonal flu spreads. It is spread mainly
from person to person through coughing or sneezing by people with the flu. People may also become
infected by touching a surface or object with flu viruses on it and then touching their mouth or nose.
The H IN I Communication Plan will be a fluid document that will be reviewed and assessed frequently
for updates in consultation with the fallowing stakeholders: Tarrant County Public Health Department,
City of Fort Worth Health Official; City of Port Worth Emergency Management Office; City of Fort
Worth Community Relations Department.
Objectives
Promote Tarrant County Public Health Department's flu prevention message which
includes:
- Six Ways to Fight the Flu
- Importance of getting a seasonal flu shot and H IN I flu shot(when it becomes
available)
- Seasonal and H IN I flu vaccination recommendations (i.e. groups that will be first
priority to receive the vaccine)
- Location and schedule of seasonal flu and H IN I vaccination resources (residents
and employees)
Goal
Provide an effective, clear and concise message which ties into Tarrant County Public
Health's flu prevention efforts using internal and external communications tools.

Communications Toots
- Print Collaterals - Develop and disseminate flierslposters in English and Spanish for
residents (Six Ways to Eight the Flu by late September).
- Print Collaterals - Develop and disseminate fliers/posters in English and Spanish for
employees (Six Ways to Fight the Flu by late September; seasonal flu vaccination
schedule by Sept. 11; and H IN I flu vaccination locations and schedules by October 15).
- Media Outreach - Send news releases to English and Spanish media(for such things as
city employee vaccination efforts or any facility closures) as needed.
- Web site - Post H IN I updates and links to Tarrant County Public Health and the Centers
for Disease Control and Prevention on the City of Fort Worth Web site,
www.FortWorthGov.M as needed. The city's Web site receives an average of 15,000
visits a day.
- E-News - Send E-Mews via e-mail to approximately 1,650 community stakeholders
including local neighborhood association and church leaders with Six Ways to Fight the
Flu message by late September and any updates as needed.
- Reverse 9-1-1 - Record and send Reverse 9-1-1 messages to reach households in Fort
Worth that have land line phone service with a pre-recorded message as needed. It can be
customized based on geographic regions of the city so specific areas can be targeted.
- City Times- Write and publish HINI articles in the October and November issues of
City Times. City Times is sent via the water bill to approximately 250,000 Fort Worth
residents.
- -1CTvday- Send ACToday notifications via e-mail to approximately 6,000 City of Fort
Worth employees with a comprehensive flu vaccination schedule by Sept. I I and send
daily reminders until the scheduled vaccine clinics are complete. Send any updates as
needed to provide employees with up-to-date information on how to prevent the flu.
- Better Health for Life - Publish flu prevention tips in the October and November issues
of Better Health for Life, distributed by the Wellness Program.

- City PagelCity 1Yews- Write and publish H IN I articles in City Page(City News), on a
space available basis but at least four times, in English starting Sept. 2 - Dec. 30 and in
Spanish staring Sept. 4-Jan. 1. Citv Page will transition into City News starting Oct. 7.
City Page runs in the Fart Worth Star-Telegram every Wednesday in the Fort Worth
:Metro and Northeast Metro sections with a circulation of approximately 450,000. City
Page is also be published weekly in La Vida News -The Black Voice targeting African
Americans and reaching close to 40,000 readers. The Spanish version of City Page
appears in La Estrella En Casa, which is the only home-delivered weekly mass
distribution in Daly; fort Worth to the Hispanic community. La Estrella En Casa is
delivered to approximately 100,000 Hispanic households in the DallasiFort Worth area.

Channel -27 by mid October.

Oct. 22. Distribute information on flu prevention, vaccinations and promotional items
(sample-size hand sanitizers, tissues).
- Distribution of Print Collaterals/Flu Prevention Information — Personal visits, phone
calls and/or e-mails to establish line of communication and distribute information such as
fliers/posters to:
- Major employers such as BNSF and Lockheed Martin

Next Steps
Once the communications plan and budget are approved the Community relations Department
Communications Office will begin executing on the deliverables and Kok with the Outreach and
