The purpose of this Informal Report is to provide the City Council with information regarding the
recommendations of the City Manager's Special Events Advisory Committee regarding a
proposed special events ordinance.
The ten member Special Events Advisory Committee was charged by the City Manager to review
the city's current special events policy, compare the best practices of other cities across Texas
and the nation, and make recommendations regarding the adoption of an ordinance regulating
special events in the city.
The members of the committee are: Ramon Guajardo, Chair; Sam Balandran, Fort Worth
Runners Club; Gwen Barbee, Fort Worth Metropolitan Black Chamber of Commerce; Gary
Brinkley, Historic Stockyards Business Association; Johnny Campbell, Sundance Square, Inc.;
Nell Cass, Neighborhood Association; Shelia Hill, Parks Board member; Rosa Navejar, Fort
Worth Hispanic Chamber of Commerce; Barbara Stone, Fort Worth Convention and Visitors
Bureau; and Melonye Whitson, Fort Worth Chamber of Commerce.
The Committee has met on a regular basis since May 2009 to discuss special events. These
discussions focused on defining what constitutes a special event, the distinction between profit
and non-profit events, necessary requirements to stage a special event, priority of established
events, fencing, special districts, event location, aesthetics and the economic impact of special
events on neighborhoods, the Central Business District and other areas of the city. The
committee's goal is to improve and enhance the current special events policy and provide the
necessary tools to enforce the regulations through the adoption of an ordinance by the City
Council.
The Committee will hold a public hearing at 6 p.m., Monday, October 26, 2009 at the Botanic
Gardens Center to receive public comment on the proposed ordinance. If necessary, the
Committee may schedule a second public hearing before finalizing their recommendations to the
City Councils
