WHEREAS, The City of Fort Worth and FPI Builders, LLC (Consultant) made and
entered into City Secretary Contract No. 60352 (The Contract) which was authorized by
the City Council by M&C 23-0771, the 12th day of September 12, 2023, for the design
of the Fort Worth Police Department's Northwest Patrol Division — New Facility; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement for additional design services to reduce the programmed
space requirements, for additional construction administration services due to the
estimated construction duration, and for additional geotechnical services.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:

Article I — Scope of Services, Paragraph (2) shall be added to read as follows:
(2) Provide additional design services for the design and detailing of the Northwest
Patrol Division — New Facility. The cost of this additional service is $101,000.00
plus $0.00 (Zero) in reimbursable expenses. The scope of services is described
in FPI Builders, LLC's Letter dated April 30, 2024, subject: "Proposal Number:
001."
2.
Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "A". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services
described in Attachment "A". However, the total fee paid by the City shall not
exceed a total of $1,431,001.00 unless the City and the Consultant mutually
agree upon a fee amount for additional services and amend this Agreement
accordingly."

Dear Kevin:
Thank you for the opportunity to submit an additional service proposal on the above referenced project. So far,
our teams have successfully collaborated through the completion of the Schematic Design phase. This proposal
requests additional services for design -build team members related to additional scope now understood at this
point in the project.

Additional Services
The project site contains several challenging physical features that must be dealt with by the design -build
team to deliver this project successfully. Those challenges include subsurface rock making traditional
stormwater capture and detention unfeasible, steep slopes requiring engineered retaining wall systems,
substantial excess excavation required to create a level building pad, and robust tree canopies requiring
detailed survey work to determine the projects lot line extents. This additional service request provides
design -build team fees to coordinate these previously unforeseen site complexities.
Initial effort spent by the user group, owner and design -build team validated a space program close to 37,000
square feet. The design -build team, owner and user group proceeded to design towards this 37,000 square
foot program. At the completion of schematic design, the user group stated that the facility should be no
larger than 32,000 square feet. This additional service request accommodates effort by the design -build team
to bring the project back under 32,000 square feet.
The project will take 13 months to construct compared with the originally anticipated 11-month duration. This
additional service request provides design -build team fees for an additional 2 months of construction.

OTHER PROVISIONS:
• Terms and conditions shall be as set forth in the prime agreement dated: 10/9/2023 unless otherwise
specifically set forth herein. "Work", as used therein and further in relation to the Architect's Services,
including any documents issued or executed by Architect in the course of providing services under this
Agreement, shall mean the construction and services required by any contract documents, within the scope
of services set forth in the prime agreement.
• This proposal shall be valid for a period of up to 60 days from the date of the proposal
If this proposal is acceptable, please sign and return one (1) copy to my office, to signify your acceptance, which
shall also serve as our authorization to proceed. As an alternative, in the event services or instruments of service
are provided by Architect and accepted by you, this shall also constitute acceptance of this proposal.

topography, clearing of vegetation, grading for truck mounted drilling rig, additional drilling footage required to reach the proposed foundation elevation and
drilling, testing, engineering and slope stability test for retaining walls located at 3900 Angle Avenue. We allocated $10,000.00 in our budget to perform this

1. PROJECT SCOPE
Based on information provided, TSIT understands the project consists of the construction
of a Police Department with accompanying pavement and retaining wall structures in
Fort Worth, Texas. The location of planned structures and boring locations was provided
by the client in a pdf named "FWNW Police Division Boring Location map". Project scope
was defined in a separate pdf named "FWNW Police Division Geotech Scope Letter".
2. GEOTECHNICAL SUBSURFACE INVESTIGATIONS
2.1 Drilling and Sampling
TSIT proposes investigating the site by exploratory borings listed as follows:
One (1) Boring to a maximum depth of 40 feet.
Two (2) Borings to a maximum depth of 35 feet.
Building Two (2) Borings to a maximum depth of 30 feet.
Three (3) Borings to a maximum depth of 20 feet.
Two (2) Boring to a maximum depth of 40 feet.
Retaining Walls One (1) Boring to a maximum depth of 30 feet.
Three (3) Borings to a maximum depth of 20 feet.
Pavement Two (2) Borings to a maximum depth of 10 feet.
Please note that the proposed borings described above are distributed based on assumed
quantities. The proposed boring depths have been adjusted based on the proposed
grading sheet provided as FWNW Boring Location Map. Borings on the western portion
of the site require additional depth due to the excavation depths required. Sampling will
be performed continuously to 10 feet, and at 5-feet intervals thereafter or at each change
in material until the termination depth of each boring. Cohesive soils will be sampled
with thin -walled (Shelby) tube sampler in accordance with ASTM D-1587. Standard
penetration tests will be performed on cohesionless soils in accordance with ASTM D-
1586. Any unweathered bedrock encountered will be evaluated by means of the Texas
Highway Department's Cone Penetrometer Test (TCP) in accordance with Tex-132-E.
Rock core samples will be taken in select borings. Rock cores will be 5 feet long and will
be collected in accordance with ASTM D2113.
All samples will be extruded in the field and packaged to protect them from disturbance
and preserve their in -situ moisture.

We are assuming that you will provide vegetation -tree clearing to the boring locations
and access to the borings on slopes where we will need access with a rubber tire vehicle.

2.2 Utilities
TSIT assumes that the client has the right of entry to the property and that the boring
locations are accessible to drilling equipment during normal working days. Items to be
provided by the client include the right of entry to conduct the exploration and an
awareness and/or location of any private subsurface utilities existing on the property.
TSIT will request DIGTESS/One-Call to clear public utilities (electric, water lines, sewer
lines, fiber glass, cable etc.) prior to our firm performing drilling services. This service
may take 3 days or longer to have DIGTESS locators clear the site.
3. LABORATORY TESTING
Laboratory tests will be performed on representative samples to establish the pertinent
engineering properties of the various strata. All the field and laboratory tests will be
performed according to ASTM standards. We anticipate these tests will primarily consist
of moisture content and dry density determinations, Atterberg Limits, unconfined
compression tests, and absorption swell tests. Unconfined compression tests on rock
cores will be evaluated to provide the drilled pier bearing recommendations.
4. ENGINEERING REPORT
The results of field and laboratory studies will be compiled into an engineering report
with our comments and recommendations on various appropriate design parameters and
construction procedures. An electronic copy of the report with original seals will be
provided. The report will include the following:
• Plan of Borings, Boring logs, groundwater level observations and summary of
laboratory test results.
• Deep Foundation recommendations, including Bearing Capacity, Lateral
Resistance, and settlement including L-pile parameters.
• Recommendations for both slab on ground construction and suspended slab
foundation.
• Retaining wall design parameters including Active/Passive forces, backfill
parameters and shallow foundation recommendations.

• Rock Coring for unconfined compressive strength for drilled pier bearing and skin
friction values and for rock hardness for excavation contractor.
• Global Stability Analysis for retaining walls.
• General earthwork recommendations including concentrations of sulfates and
chlorides.
TSIT will be available to consult on geotechnical and construction aspects for this project.
Any consultation services beyond the scope of services listed will require additional
engineering effort.
5. ASSUMPTIONS
The following assumptions were made in preparing this scope:
• Field survey of the borings locations is not part of our scope.
• Site will be accessed by a truck mounted drill rig, clearing and grading to be
provided by client.
• Right of entry to the property will be provided by the owner.
6. SCHEDULE
After notice to proceed, we will require 25 to 30 working days to submit the draft
geotechnical report. Below is our typical schedule.
• 2 weeks for etackng,4oAzac amA drilling operation.
• 2 weeks for laboratory testing.
• One week for engineering and draft report preparation.
We will begin report preparation based on the preliminary borings and will update report
information to the design team as additional boring data is available. In case of site
inaccessibility or wet weather conditions, a 1-2 week delay could be anticipated to the
schedule described above.
7. ESTIMATED BUDGET
The cost of performing the complete geotechnical subsurface investigations (Drilling,
Sampling & Field Testing; Laboratory Testing; and Engineering Report) is as follows:
Drilling, Testing and Engineering Costs for Building: $ 23,000.00
Drilling and Testing Costs for Retaining Wall Borings: $ 9,700.00
Slope Stability Test and Engineering Costs: $ 3,300.00
Total Cost: $ 36,000.00

An initial invoice in the amount of $20,000 will be issued at the time the drilling is
completed. The final invoice in the amount of $16,000.00 will be issued on completion of
the report.
Our terms are net 15 days from the date of the invoice. This cost is a budget figure and
will not be exceeded, for the described scope of work, without prior approval. Any
additional scope beyond the services described will need to be re-evaluated and a change
in work scope may be required. The estimated cost is based on TSIT staking the borings
based on a site plan provided with your authorization. The boring program is based on
the assumption that soil conditions will be relatively uniform across the site. Should
unusual soil conditions be encountered, we will call you with a recommendation and cost
estimate to explore these unusual conditions.
8. CLOSURE:
For formal approval of this proposal, please execute and return one copy to us as
authorization for our services. Please also have a copy of the site plan forwarded to our
office. We appreciate this opportunity to present our proposal and look forward to being
part of the project team.
