SUBJECT: Proposed Amendments Relating to Unified Sign Agreements
The purpose of this report is to provide information concerning proposed Zoning Ordinance text
amendments relating to Unified Sign Agreements.
Unified Sign Agreements are used to reduce the number of detached signs that would be
permitted by right and to allow multiple tenants in a development to be identified on a single pylon
sign. Developments eligible for an agreement must share a common name and parking, involve
a cohesive physical layout, and have two or more lots. The City has executed 30 agreements
since 1998 when this tool was created.
Staff and developers have identified several desirable amendments:
1) Allow single lot commercial developments with multiple tenants to be eligible for a
Unified Sign Agreement.
2) Allow the Planning and Development Director or designee to administratively approve
changes to an agreement that do not require variances.
3) Allow development entry signage to be included in a Unified Sign Agreement.
4) Allow properties with arterial frontage in excess of 600 feet to gain advertising area on
a 1 A ratio for the frontage over 604 feet, as part of a Unified Sign Agreement.
Staff has briefed the Development Advisory Committee and the Zoning Commission on the
proposed amendments.
With the City Council's endorsement of this IR, staff will proceed to draft an appropriate text
amendment for public hearing by the Zoning Commission on December 9, and by the City
