No. 9152 To the Mayor and Members of the City Council November 17, 2009 Page 1 of 2 SUBJECT: Proposed Urban Residential Zoning Classification � xtsa The purpose of this report is to provide information concerning the proposed creation of an Urban Residential (UR) zoning classification. During the urban village master planning process that occurred in 2007, stakeholders recommended creating a new zoning classification to allow urban multifamily within or adjacent to urban villages, where use of the existing suburban multifamily classifications (CR, C, and D) is inappropriate. This classification may also be used as a transition between mixed-use zoning and abutting single-family neighborhoods. In June of 2009, staff informed City Council (IR 9074) of an effort to reconvene the Mixed-Use Zoning Advisory Group (MUZAG) to evaluate various recommendations in the adopted urban village master plans and to address issues identified in implementing the current mixed-use (MU) zoning regulations. Previous MUZAG efforts assisted in the creation of mixed-use zoning districts in 2001 and amendments to the mixed-use zoning regulations in 2005. More recently, MUZAG has assisted in the formulation of an urban residential zoning classification that would complement mixed-use zoning. The proposed Urban Residential (UR) zoning classification is based on the Low Intensity Mixed- %; Use (MU-1) classification. Major differences include: • Only residential uses are allowed in UR. • Maximum building height is similar to other residential districts. UR zoning will have a maximum building height of 35 feet to the top plate or 3 stories, whichever is less (no height bonuses will be allowed). • Individual residential driveway access (non-shared) to street-fronting garage parking in townhomes is allowed. UR will incorporate any appropriate mixed-use zoning language changes recommended by MUZAG that apply to UR. The significant changes include: • Removing the cap on density parking requirements and building height will restrict density, • Requiring developers to provide enhanced landscaping instead of requiring a percentage of the development to be open space. • Providing clarifications to surface parking standards between buildings and the street, and required landscaping in parking areas. • Increasing parking requirement for duplexes. AS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9152 To the Mayor and Members of the City Council November 17, 2009 Page 2 of 2 SUBJECT: Proposed Urban Residential Zoning Classification Staff anticipates that UR zoning would be used in the following areas: * Areas identified as Urban Residential in the adopted urban village master plans. * Within or adjacent to urban villages, mixed-use growth centers and transit-oriented districts. Staff has briefed the Mixed-Use Zoning Advisory Group, Central City Redevelopment Committee, Development Advisory Committee, and the Zoning Commission. With the City Council's endorsement of this IR, staff will proceed to draft an appropriate text amendment for public hearing by the City Council in January.
