SUBJECT: Proposed Parking Requirement for "B" Two-Family District

The purpose of this report is to provide the City Council with requested information concerning
the required parking for the "B" Two-Family District, and to recommend a Zoning Ordinance text
amendment to increase the minimum parking requirement.
The current requirement is one parking space per unit located behind the front building line.
Residents living near Texas Christian University have expressed concern that this requirement is
inadequate, particularly for units with more than three bedrooms. By comparison, the parking
requirement for "A-5" One Family is two parking spaces per unit located behind the front building
line.
Staff surveyed other cities in Texas and nationally, and most require two spaces per unit, with a
few cities basing the parking requirement on the number of bedrooms. In order to provide for an
adequate number of parking spaces, staff recommends amending the B Two-Family parking
requirement as follows:

Parking: Two (2) spaces per dwelling unit with up to three bedrooms, plus one (1) space
per bedroom over three bedrooms, all located behind the front building line.
In October, the Mixed-Use Zoning Advisory Group (MUZAG), which includes members living near
TCU, agreed that the City should increase the parking requirement for "B" zoning and that the
number of bedrooms should be considered. Staff has emailed the proposed amendment to the
members for review and comment. Staff has also briefed the Central City Redevelopment
Committee and the Zoning Commission on the proposed amendment, and will send out a notice
through City e-news.
With the City Council's endorsement of this IR, staff will proceed to draft an appropriate text
amendment for public hearing by the Zoning Commission on December 9, and by the City
