MEMBERS No. 9155 To the;ji/%j 0 ;,�� Mayor and Members of the City Council December 8, 2009 Page 1 of 2 r SUBJECT: 2010 COMPREHENSIVE PLAN COMMUNITY MEETING RESULTS The purpose of this report is to provide the City Council with results from the community meetings held this fall on the draft 2010 Comprehensive Plan. City staff met with 186 people during eight meetings, as requested by the various groups (see Exhibit A on page 2). Staff received the following comments: • Do not delay the selection of a Locally Preferred Alternative for the Tower 55 mid-term improvements, since this creates investment uncertainty for property owners and developers in the Near Southside. If we must choose between the north-south trench and the east-west trench, select the north-south trench as the Locally Preferred Alternative, but do it soon. Staff response: The North Central Texas Council of Governments is working with the railroads and TxDOT to evaluate the trench options. The City of Fort Worth has participated in this evaluation and provided comments on the options. The City should focus more on sustainable development. Staff response: The Sustainability Task Force is guiding the preparation of a Sustainability Action Plano Staff will determine ways to effectively communicate sustainability-related goals and policies, including the Comprehensive Plan brochure, annual progress report, and City website. • There are inconsistencies between zoning maps and future land use maps. Staff response: Petition-based rezoning and Council-initiated rezoning are effective options for resolving inconsistencies. The City also held two annexation meetings in Far North Fort Worth where 123 citizens were briefed on the annexation program for their area. One hundred-fifteen people attended the meeting for areas in District 2 and District 7. Some attendees expressed strong objections and some expressed minor concerns about being annexed. Attendees asked questions about the process and how they would be affected upon annexation. The City Council will consider many of the areas for annexation in 2010. Eight people attended a special meeting for Area 15-2 in District 2, which the City Council agreed to consider for annexation in 2013. Attendees expressed some concern about being annexed, but mainly asked questions about the process and how they would be affected, i in addition, staff has wiled notices to property owners of four small enclaves in Far South and l Far Southwest Fort earth that their property has been added to the draft Annexation Program for consideration in 2014. Staff will ask the City Council to adopt the 2010 Comprehensive Plan on February 23.
