HomeMy WebLinkAboutOrdinance 26917-05-2024Ordinance No. 26917-05-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND IN THE AMOUNT OF $10,000.00, SUBJECT TO RECEIPT OF THE GRANT, FOR THE NO KID HUNGRY CAMPAIGN OF SHARE OUR STRENGTH AND THE MAYORS ALLIANCE TO END CHILDHOOD HUNGER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Fund in the amount of $10,000.00, subject to receipt of the grant, for the No Kid Hungry Campaign of Share Our Strength and the Mayors Alliance to End Childhood Hunger. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Goodall City Secretary City. �Fort Worth, Texas Mayor and Council Communication DATE: 05/14/24 M&C FILE NUMBER: M&C 24-0368 LOG NAME: 02SHARECURSTRENGTH APPROPRIATION SUBJECT (ALL) Adopt Ordinance Appropriating $10,000.00 in the Grants Operating Other Fund for the No Kid Hungry Campaign of Share Our Strength and the Mayors Alliance to End Childhood Hunger RECOMMENDATION: It is recommended that the City Council adopt the attached ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount of $10,000.00, subject to receipt of the grant, for the No Kid Hungry Campaign (City Project No. 105312) of Share Our Strength and the Mayor's Alliance to End Childhood Hunger. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to appropriate grant funds received forthe No Kid Hungry Campaign (Campaign) of Share Our Strength and the Mayors Alliance to End Childhood Hunger. Since the mid-1980s, the non-profit Share Our Strength (SOS) has been working to solve problems of hunger and poverty in the United States and around the world, launching the "No Kid Hungry Campaign" in 2010. In 2022, the Mayors Alliance to End Childhood Hunger (Alliance) was launched to leverage the insights and connections of local leaders in coordinating with SOS and the Campaign. Fort Worth Mayor Mattie Parker was selected to serve as the 2024 Vice -Chair of the Alliance. in connection with assuming that position, Fort Worth and Mayor Parker were offered a $10,000.00 grant to support the Mayor's capacity and maximize her impact. In accordance with the delegated authority under Section 2-9, the grant agreement was executed in late 2023 and the funds were received. Adoption of this M&C will appropriate those funds so that they may be expended toward the goal of ending childhood hunger in the City of Fort Worth. The Mayor's Office has identified Tarrant Area Food Bank (fAFB) as the subrecipient for these grant funds. The selected grantee will utilize the dollars to advance the goal of eradicating childhood hunger in the City by expanding TAFB's Ready to Leann in -school markets program by providing refrigeration and program expansion funds to two Ready to Learn markets at elementary schools in Fort Worth. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL_ INFORMATION 1 CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available.in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Mayor's Office (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Mayor's Office has the responsibility to validate the availability of funds. This is an advance grant.
