SUBJECT: 2010-2013 Consolidated Plan Development and Submission to
r Housing and Urban Development (HUD)
The purpose of this Informal Report (IR) is to advise the City Council regarding the 2010-2013
Consolidated Plan to be submitted to the U.S. Department of Housing and Urban Development (HUD) on
April 15, 2010. To receive HUD entitlement funds for CDBG, HOME, HOPWA and ESG, the City must
submit a Consolidated Plan to identify strategies and objectives which will meet the goals of the HUD
program.
Background and Summary
The Consolidated Plan summarizes housing and community development goals, objectives, and strategies
to address the needs of the community particularly of low and moderate income households. The Plan
consists of two parts: The long-term strategic plan (three years) and the annual action plan, which will
include projects and proposed allocation of funds. The Consolidated Plan establishes Council goals and
priorities for HUD funded programs. The proposed goal for the Plan is consistent with HUD regulation 25
CFR Part 91: To provide programs which will develop the City into a viable urban community by
providing decent housing and suitable living environment and expanding economic opportunities primarily
for low-income and moderate-income persons. The Plan will cover HUD program years 2020-2011, 2011-
j 2012 and 2012-2013.
The Plan will consist of three objectives:
• Objectives 1: To create and maintain decent housing and provide opportunities for all income levels
to benefit from this housing.
• Objective 2: Provides a suitable living environment for citizens of Fort Worth in Community
Development Block Grant Eligible Areas.
• Objective 3: Expand economic opportunities for all citizens of Fort Worth.
In developing the Plan, the Housing and Economic Development Department will hold 5 public meetings
within CDBG eligible areas to solicit input on program priorities for the next three years. It is proposed
that citizen input meetings will occur in January and February 2010.

Following the public meetings, a 30 day public comment period will be held from March 7, 2010 to
April 5, 2010 followed by two public hearing. Public hearings and staff presentations regarding the Plan are
;y proposed for Tuesday March 30, 2010, with approval of the plan scheduled for Tuesday April 6, 2010. The
� Consolidated Plan must be submitted.to HUD by April 15, 2009.
