HomeMy WebLinkAboutIR 9175 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9175 To the Mayor and Members of the City Council January 26, 2010 t O Page 1 of 1 • SUBJECT: Approve Expenditure of an Amount Not to Exceed $500,000.00 of Community Development Block Grant(CDBG) Funding for the Acquisition of Land and Demolition of Structures Prior to Construction of 134 Permanent Supportive Housing Units for the Tarrant County Samaritan House. Samaritan House Villages at Vickery Protect Staff recommends that City Council approve expenditure of up to $500,000.00 of CDBG funding to the Samaritan House of Tarrant County for the acquisition of land and demolition of structures prior to the construction of 134 units of permanent supportive housing for low income residents. Tarrant County Samaritan House (Samaritan House) was formed in 1991 and has provided supportive housing units to residents of low to moderate income. Currently, Samaritan House operates "Villages at Samaritan House" which provides housing options for its residents in both 60 single-occupancy units and 66 one-, two-, and three-bedroom apartment units. On September 9, 2009 (M&C C-23766), Samaritan House was awarded $269,000 in Housing Opportunities for Persons With AIDS (HOPWA) funds for operating as a non-profit agency that provides housing assistance and related supportive services to persons with AIDS. Samaritan House is developing "The Villages at Vickery", a 134-unit permanent supportive multl- family housing project. The "Villages at Vickery" is located in the Como neighborhood community and is in the Ridglea/Como Neighborhood Empowerment Zone (NEZ). The proposed site is approximately 3 acres and lies within the boundaries of West Vickery Boulevard, Home Street, Faron Street and Shiloh Drive. A motel is currently located within the site at the intersection of Home St and West Vickery Blvd. The acquisition and demolition of the property is estimated to begin in the spring of 2010 and construction of housing units will follow in the fall of 2010. These units will be made available to low-moderate income clients unable to afford permanent housing due to homelessness status, illness, loss of employment or other dire financial circumstances, and to those recently released from the penal system. "Villages at Vickery" residents will have on-site access to free services which include prepared meals, substance abuse counseling, workforce training, financial management classes, home health care, transportation, and social service case management. The project is located in COUNCIL DISTRICT 7 and serves ALL COUNCIL DISTRICTS. Staff will place an M&C on the February 9, 2010 Agenda for Council Consideration.
