HomeMy WebLinkAboutIR 9182 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9182 11 Tt To the Mayor and Members of the City Council January 26, 2010 j Page 1 of 2 SUBJECT: COMMUNITY ID: PUBLIC ART IN NEIGHBORHOODS +.rs REVISED GUIDELINES Community ID: Public Art in Neighborhoods - an initiative of Fort Worth Public Art (FWPA) —provides an annual opportunity for community groups to nominate city-owned sites (e.g., park, library, community center or street) and, if awarded, guide and participate in the commissioning of a public art project of neighborhood significance. The purpose of this informal report is to update Council on the process of the initiative, as well as guideline revisions for FY 2010 based on community input. The Fort Worth Art Commission (FWAC) developed guidelines, as well as an application and review process. Applications were accepted from community groups in Council Districts 3 and 6. In FY 2009, the effort was piloted citywide. Two projects with budgets of$50,000 each have been awarded each year: FY Community Group Proiect Location 2008 Tanglewood N.A. Overton Park CD 3 Artist Pro ect 2008 Summer Creek HOA CP Hadley Park CD 6 Micha Garcia/Sculpture 2009 Arlington Heights N.A. Thomas Place Community Center(CD 7) David Hicksl/Sculpture Sculpture 2009 West Meadowbrook NA New Police Crime Lab(CD 8) (Artist selection pending) To ensure an equitable process, Fort Worth Art Commission conducts an annual review and makes adjustments based upon input from the community. Last summer, following the announcement of FY 2009 awardees, FWAC carefully considered input received from applicants (via letter and Citizens Communication at regular meetings) and conducted a formal survey of all who had participated. Ultimately, FWAC endorsed revisions to the guidelines and review process for FY 2010 and held a public hearing on December 14, 2009 prior to adopting them. In FY 2010, the Fort Worth Art Commission will return to an eligibility rotation schedule of two Council Districts per year. Applications will be accepted from community groups in Council Districts 4 and 5 (In FY 2011, groups in Council Districts 2 and 9 will be eligible to apply). By targeting two Council Districts per year, community groups will have a better chance to receive award and FWPA staff will be able to provide more technical assistance to applicants. More importantly, it will ensure that each Council District has a CID project by end of FY 2011. New in FY 2010 will be the opportunity for applicant groups to make brief presentations, in person, to the review panel. This, in addition to written applications, will help the review panel to better evaluate each nomination.
