Call to Order After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City Council Members present, Mayor Parker called the Special Called Executive Session Meeting to order at 1:02 p.m. on Tuesday, March 19, 2024, in the City Council Conference Room 2020 of the Fort Worth City Hall to discuss matters pertaining to the following: B. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY ATTORNEY 1. Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt Code §551.071]: a. Legal issues concerning MedStar governance and EMS delivery models. Discussion occurred. CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase, sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party. No discussion occurred. 2. Section 551.087, DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. No discussion occurred. 3. Section 551.076 and Section 551.089, DELIBERATIONS REGARDING SECURITY Deliberate certain security matters in accordance with Section 551.076 and 551.089 of the Texas Government Code. The City Council may reconvene in open session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance with Chapter 551 of the Texas Government Code, D. Legal issues concerning MedStar governance and EMS delivery models. Council requested clarification on: • Definition of "cause" and "chronic failure to provide services" • The time allowed for MedStar to correct any failures • The Form of Notice (written or verbal) • Steps for fast tracking a withdrawal • Plans for addressing any communications with the community, plans for alternate service providers • Steps taken by the City regarding communications with MedStar and other member cities • Status of the 911 consolidation of operations plan Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY No discussion occurred.
