On January 27, 2010, the City Plan Commission recommended adoption of the 2010 Comprehensive Plan after conducting a public hearing on the plan. The City Plan Commission requested that staff provide the City Council with a summary of comments received at the public hearing regarding the Citys annexation program in advance of the City Council's February 9 public hearing on the Comprehensive Plan. The annexation program is updated annually with the Comprehensive Plan, and is included in the plan as Appendix F. The following public comments were heard at the City Plan Commission public hearing: • Council District 2 —A property owner in Annexation Area 7 expressed concern about potentially being annexed in 2014 and would prefer to remain in the unincorporated area of Tarrant County. • Council District 2 —A petition signed by 103 property owners was provided in opposition to Annexation Area 18 potentially being annexed in 2014. The petition requested that Area 18 be removed from the Annexation Program, and for the City of Fort Worth to work with the City of Keller to exchange extraterritorial jurisdiction, so that Area 18 could be annexed by the City of Keller. • Council District 7—A property owner in Annexation Area 29 expressed concern about potentially being annexed in 2010 and would prefer to remain in the unincorporated area of Tarrant County. The property owner submitted a petition containing signatures of 31 additional property owners within Area 29. Exhibit A on page 2 shows Annexation Areas 7, 18, and 29. The annexation program is a general guide for making decisions about annexation. The program identifies areas within Fort Worth's extraterritorial jurisdiction that the City might wish to consider for annexation during the next five years. The annexation program is not legally binding. Inclusion of an area in the annexation program does not obligate the City to annex that area. The City Plan Commission did not recommend any changes to the 2010 Comprehensive Plan based on public comments, but the Commission wanted the City Council to be aware of the comments.
