With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:15 p.m. on Tuesday,
April 30, 2024, in the City Council Conference Room 2020 of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.

City Manager Cooke called on Fernando Costa, Assistant City Manager, to announce
Kacey Bess, Human Resources Assistant Director, as Interim Director of
Neighborhood Services.
c. Informal Reports
24-1838 Call Center 1234 to 3-1-1 - Sharon Gamble, Communications and
Public Engagement Customer Service Administrator
24-1839 Request for Proposal (RFP) Process for a Third -Party Administrator for
the City's Self -Funded Group Medical Benefit Plan - Dianna Giordano, Human
Resources Director
Dianna Giordano announced a change to the IR that the closing date was
changed to May 16th instead of May 9th. Due to additional documentation
being provided to prospectors after the opening date.
24-1840 Senate Bill 2038 - Monthly Report on the Release of Area from the
Extraterritorial Jurisdiction (ETJ) by Petition of Landowner or Resident - D.J.
Harrell, Development Services Director
24-1841 TCEQ Air Quality Permitting Process and Potential City Role in Air
Quality Monitoring - Cody Whittenburg, Environmental Services Interim Director
Cody Whittenburg, Environmental Services Interim Director, provided a staff
report.
Mayor Pro tem asked about community -based monitoring options.
2. Blue Ribbon Action Committee on Child Care — Christianne Simmons, FWLab
Chief Transformation Officer and Kara Waddell, Child Care Associates CEO
Presentation was made by Christianne Simmons, FWLab Chief Transformation Officer,
and Kara Waddell, Child Care Associates CEO.

3. Briefing on Child Care Facility Tax Exemption — Christianne Simmons,
FWLab Chief Transformation Officer
Presentation was made by Christianne Simmons, FWLab Chief Transformation Officer.
Council Member Beck asked about the verification of eligibility and requested staff come
back with proposals on how we can verify eligibility for child care facility tax exemptions.
4. Presentation on an Economic Development Program Agreement with ITS
Logistics — Cherie Gordon, Economic Development Coordinator
Presentation was made by Cherie Gordon, Economic Development Coordinator.
5. City Council Requests for Future Agenda Items and/or Reports
Mayor Pro tem Bivens requested an informal report on the academic performance of
children receiving care from different types of childcare providers.
Mayor Pro tem Bivens requested an informal report on Boards and Commissions
agendas being searchable on the website.
Mayor Pro tem Bivens requested an informal report on the training Code Compliance is
providing to retail operators and their responsibilities when it comes to trash on their
property.
Council Member Lauersdorf requested a report on private residential versus private
commercial, if there is a difference, and how to hold absentee owners accountable,
creating stricter citations and informing commercial tenants on their rights.
Council Member Williams requested a report on what options City has on dealing with
squatters.
Council Member Williams requested a report on the performance on the short-term rental
ordinance, the fines and how the staffing in Code Compliance is impacting short-term
rentals.
Council Member Beck requested a presentation on smoke shop regulations, comparison
on what other cities are doing, looking at regulations if there are state legislature changes,
and how we can improve smoke shops.

Council Member Beck requested an informal report on state and local regulations on
licensed vs unlicensed fights in bars, and how to prevent them from happening.
Council Member Beck requested an informal report on noise buffers to protect
neighborhoods.
Council Member Martinez requested an informal report on semitruck and trailer parking,
what is the citation fee, how do we increase the fee or mitigate the issue of semitrucks and
trailer parking in neighborhoods.
Council Member Flores requested an informal report on policy of designated delivery
paths for drones.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 2:13 p.m.
