Gonzales, Assistant City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 1:19 p.m. on Tuesday, May 7, 2024, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Upcoming and Recent Events City Manager Cooke called on Fernando Costa, Assistant City Manager, to recognize the Neighborhood Services Department staff for receiving the annual HOME Excellence Award from the National Association of Local Housing Finance Agencies for their innovative use of funds to support development of the Cowan Place Senior Apartments project in the Stop Six neighborhood. b. Organizational Updates and Employee Recognition(s) City Manager Cooke called on Christianne Simmons, FWLab Chief Transformation Officer, to recognize Cristi Lemon as the new FWLab Assistant Director City Manager Cooke called on Valerie Washington, Assistant City Manager, to recognize Dr. Cody Whittenburg as the new Environmental Services Department Director. Informal Reports 24-1842 Agenda Process for Boards and Commissions - Jannette Goodall, City Secretary 24-1843 Employee Entry Wage Analysis - Dianna Giordano, Human Resources Director Dianna Giordano, Human Resources Director, provided an overview of the IR. Mayor Parker requested this IR be included on the June 4, 2024, Work Session agenda for further discussion. 24-1844 Municipal Court -Community Engagement Update - William Rumuly, Municipal Court Director William Rumuly, Municipal Court Director, provided a staff report. 24-1845 Report on FEMA Grant Opportunities for Fire Prevention and Eligible Uses - Jim Davis, Fire Chief 24-1846 Update on Urban Area Security Initiatives (UASI) Grant and the Proposed Projects and Process to Apply for FY24 UASI Grant Funds - Jim Davis, Fire Chief and Christianne Simmons, FWLab Chief Transformation Officer 24-1847 Total City of Fort Worth Residential Charges - Christianne Simmons, FWLab Chief Transformation Officer 24-1848 Workforce and Business Reporting for Federally Funded Housing and Community Development Projects - Christina Brooks, Diversity and Inclusion Director Christina Brooks, Diversity and Inclusion Director, provided an overview of the changes in eligibility and advised that citizens could contact her office for more information. American Rescue Plan Act (ARPA) Update — Reginald Zeno, Financial Management Services Chief Officer Reginald Zeno, Financial Management Services Chief Officer, provided a staff report. 9. Briefing on Potential Increase to the Over 65/Disabled Property Tax Exemption — Christianne Simmons, FWLab Chief Transformation Officer and Denis McElroy, City Attorney Senior Assistant Section Chief Brady Kirk, Budget Manager, provided a staff report. 10. Briefing on Waste Management Service Levels - Valerie Washington, Assistant City Management and Cody Whittenburg, Environmental Services Director Mayor Parker returned to the meeting at 3:43 p.m. Cody Whittenburg, Environmental Services Director, provided a staff report. 11. City Council Requests for Future Agenda Items and/or Reports Council Members Beck and Martinez requested an Informal Report pertaining to 911 Categories; how they are prioritized; how many calls have gone unanswered in the past 90 days and what the priorities of those calls were. How many false alarms have been received from Police. Council Member Bivens requested an informal report pertaining to training for convenience stores and the local retail community on how to deal with panhandlers. Council Member Williams requested an informal report pertaining to the number/percentage of single-family properties in Fort Worth owned by individuals and corporations. Questions Regarding Changes in Membership on Boards and Commissions for May 14, 2024, Council Meeting Council Member Williams advised that he would be appointing Kelicia Stevenson to the Board of Adjustment Commercial on May 14, 2024. 3. Questions Regarding Significant Zoning Cases for May 14, 2024, Council Meeting Council Member Flores advised that he was awaiting more information from the developer pertaining to Zoning Docket No. ZC-24-012 and that he may continue the case if that information was not received. 4. Questions Regarding City Council M&C Log for May 14, 2024, Council Meeting There were no questions regarding the City Council M&C log for May 14, 2024. 5. Recommendations from the Ad Hoc Council Committee on Emergency Medical Response — Valerie Washington, Assistant City Manager Assistant City Manager Washington spearheaded the staff reports. Christianne Simmons, FWLab Chief Transformational Officer, provided a staff report pertaining to the Fiscal Impact of EMS System Recommendations. Reyne Telles, Chief Communications Officer, provided a staff report pertaining to the Communications and Strategy Plan. Assistant City Manager Washington and Fire Chief Jim Davis, clarified the difference between a Single -Role EMS position and a Dual -Role EMS position. 6. Briefing on Gateway Park Master Plan — Richard Zavala, Park and Recreation Director Richard Zavala, Park and Recreation Director, provided a staff report.
