Ts FOR PROPOSALS
This Informal Report provides a response to the City Council's request for information on the
"no contact" requirements in requests for proposals (RFP) and on some upcoming RFP
projects.
The City's bids and RFPs include a clause, known as a "no contact" clause, which allows the
City to disqualify respondents from these processes if they contact City Council members or
City staff other than specific individuals listed in the documents. These clauses are used to
maintain the integrity of the process by ensuring that all respondents are treated the same and
receive the same information throughout the process. The upcoming RFPs for delinquent tax
collections, equipment services sourcing, and information technology (IT) sourcing will include
the no contact requirement.
The current delinquent tax collection contract expires on June 30, 2010. City staff will use a
competitive sealed RFP process to replace the contract. The RFP is currently in development
and staff expects to release the RFP on February 24, 2010. The anticipated schedule of this
competitive RFP process is as follows:
Complete and release RFP - 2/24/10
Pre-proposal Conference - 3/3/10
Receive and open proposals - 3/25/10
Evaluate proposals and negotiate the contract - 3/25-4/22/10
M&C on City Council agenda - 5/18/10
Execute contract and start work- 7/1/10
The equipment services RFP will soon be in development and staff expects to release the RFP
on April 29, 2010. The anticipated schedule of this competitive RFP process is as follows:
Complete and release RFP — 4/29/10
Pre-Proposal Conference — 5/7/10
Receive and open proposals — 5/28/10
Evaluate proposals and negotiate the contract— 5/28-7/16/10
M&C on City Council agenda — 7/27/10
Execute contract and start transition process - 7/27-9/30/10
Services start — 10/1/10
The IT sourcing RFP is currently in development and staff expects to release the RFP on
April 7, 2010. The anticipated schedule of this competitive RFP process is as follows:
