Ordinance No. ~ ~u~J~ ~ -b~ -~O `j AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $194,172, SUBJECT TO RECEIPT OF THE ASSfSTANCE TO FIREFIGHTERS GRANT FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY/FEDERAL EMERGENCY MANAGEMf=NT AGENCY, FOR THE FIRE DEPARTMENT; MAKING THIS DRDINANCE CUMULATIVE OF PRIOR ORDINANCES WCONFLICT HERI=WITH; AND PROVIDING AN 1=FFECTiVE DATf;, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $194,172, subject to receipt of the Assistance to Firefighters grant from the U.S. Department of Homeland SecuritylFederal Emergency Management Agency, for the Fire Department. sECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance Na. 16081 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Confirm the submission of a grant application in the amount of $155,338.00 by the City Manager on April 8th, 2005, for aone-year grant from the Department of Homeland Security/Federal Emergency Management Agency's 1=Y 2005 Assistance to Firefighters Grant Program; 2. Authorise the transfer of $38,834 as required for the City's 20 percent match from the General Fund to the Grants Fund; and 3. Adopt appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $194,172, subject to receipt of the funds. lolscussloN: Each year the Department of Homeland Security/Federal Emergency Management Agency distributes almost $750 million in grant money to fire departments across the country through its Assistance to Firefighters Grant Program. The goal is to improve firefighter effectiveness and response and improve their health and safety in an extremely challenging career. Earlier this year, the l=ire Department was awarded a grant from the 2004 grant cycle to equip firefighters with voice amplifiers in order to improve communication on the fireground. This year, the Department is focusing on the Department's firefighter health and fitness program and requesting funds to dramatically upgrade the program through the purchase of needed equipment for all fire facilities and the training of additional fitness advisors for a peer fitness program. The Department desires to purchase 42 eliptical machines and 42 stationary bicycles, one of each for each Fire Department facility. The estimated cost is $3,168 for each epiptical machine, and $1,100 for each bicycle. The Department's current inventory of exercise equipment is composed of 20-year-old universal weight machines and five-year-old treadmills. Six treadmills are currently broken and virtually all the rest of the equipment is in need of maintenance. Even when functioning the current equipment cannot be used by every frrefighter because its use places stress on leg and arm joints. This can prevent firefighters with certain injuries from using equipment. Due to these limitations, the equipment is not able to meet the needs of the Department's firefighters. One specific and very serious concern is that the current equipment cannot provide every firefighter with a proper cardiovascular workout. Cardiovascular health is extremely imporkant for firefighters due to the rigors of fighting frres and responding to other emergency situations. Cardiac arrest is one of the leading killers of firefighters in the Country, accounting for approximately 45% of deaths Logname: 36AT;~ FG Pale 1 of t in recent years. The second part of the request, the training program, involves hosting an International Association of Firefightersllnternational Association of Fire Chiefs "Peer Fitness Trainer" certification workshop. The classroom and hands-on training is designed to teach firefighters how to take an active role in designing and promoting fitness programs far- the Department, along with providing peer support to firefighters involved in those programs. The certified firefighters combine their new fitness training with direct knowledge of the Department's activities and other firefighters, and can tailor programs to be more successful bath in terms of participation and results. In addition, because it would mean no additional cost to the City, the workshop would also be made available to a limited number of firefighters from surrounding CammUEllties. Matching funds for this grant were identified immediately prior to the submission deadline; however staff believed this program was worthwhile and submitted the application on April 8th, 2005, for which we are now seeking confirmation. FISCAL INFORMATIONICERTIFICATION: The Finance Director certifies that upon reward and receipt of the grant, approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
