SUBJECT: SEMITRUCK AND TRAILER PARKING IN NEIGHBORHOODS
The purpose of this Informal Report is to provide City Council with ordinance information about semitruck and
trailer parking in neighborhoods, including enforcement and citation fees.
Ordinance — Private Property Parking
An oversize commercial vehicle is defined as:
(1) Any vehicle designed for the transport of more than 15 passengers, inclusive of the driver;
(2) Any trailer or semi -trailer that is more than 20 feet in length from end to end, more than 7 feet in width
at their widest point, or more than 9 feet in height from the ground to its highest point; or
(3) Any motor vehicle with a gross weight, registered weight or gross weight rating, as those terms are
defined in state law, of more than 15,000 pounds, including but not limited to the following:
a. Dump truck;
b. Truck -tractor;
c. Concrete -mixing truck;
d. Stake -bed truck;
e. Flat-bed tow truck; or
f. Panel truck.
It is unlawful for any person to park or allow to be parked any oversize commercial vehicle or any tow trucks,
dump trucks, truck -tractors, concrete mixing trucks, stake -bed trucks, buses, or similar vehicles, regardless of
weight, on any property under his or her control or any portion of a front yard including the driveway, side yard
or rear yard of any area of a district which is residentially zoned under the comprehensive zoning ordinance or
used for residential purposes. Below are the number of cases worked by the Code Compliance Department
since FY2019.

In 2008 City Council adopted an ordinance to change the enforcement action for a violation of this section of
the oversize commercial vehicle parking ordinance from a parking citation to a general citation. This increased
the possible fine amount to $500 plus court costs for each violation. Each day that a violation is permitted to
exist constitutes a separate offense.
In August 2021, Municipal Court added a citation action code specific to this violation for tracking purposes.
Code Compliance is now able to report on the number of citations written specifically for parking an oversize
commercial vehicle in a residentially zoned district. It was previously grouped with other general vehicle
citations. Since the action code was created, 43 citations have been issued.
