Background In December 2020, authorization was given to acquire the former Pier 1 building to use as the future City Hall. City departments began moving into the renovated space in late 2023, leaving behind surplus furnishings and equipment in old City Hall and other city facilities. If unable to be utilized by other departments and offices, the items must be removed to allow for the spaces to be reallocated. Options for Surplus Furniture and Equipment The city often utilizes auction services for sale of city -owned salvage, operational, or non -repairable vehicles and equipment and has an active contract with Lone Star Auctioneers. Auction of surplus furnishings and equipment would allow the city to potentially generate funds to help offset costs of the department relocations. Donation of usable and salvaged items is commonly used for disposal of city -owned surplus furnishings and equipment. Donation serves the beneficial public purpose of continued use of items and reducing the amount of waste deposited into the landfill. Donation of any surplus requires mayor and council approval prior to the donation(s) occurrence. The city has previously utilized donation of city -owned resources after the sale of the former central library (M&C 23-0841), deconstruction of city -owned properties (M&C 22-0635) and excess personal protective equipment (PPE) from Coronavirus Pandemic response efforts (M&C 24-0145). The North Central Texas Council of Governments (NCTCOG) began collaborating with Rheaply, a company that hosts a Public Reuse Market where organizations can list surplus furnishings and equipment for resale. As a member of the Resource Conservation Council (RCC), hosted by NCTCOG, the City will be able to utilize Rheaply's Public Reuse Market to list surplus items for resale. The online platform provides estimates of resources saved through the sale and reuse of these items. NCTCOG estimates the platform to be available to RCC members and regional governments in August 2024.
