HomeMy WebLinkAboutIR 24-1864INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 24-1864 To the Mayor and Members of the City Council June 4, 2024 h�T�i7 Page 1 of 1 �i �i7 Y *a SUBJECT: PROCESS TO RECEIVE PROPOSALS FOR THE DEVELOPMENT rrn AND OPERATIONS OF A RENEWABLE NATURAL GAS (RNG) FACILITY AT THE SOUTHEAST LANDFILL The purpose of this Informal Report is to provide an overview of the plan to receive proposals for the development and operation of a renewable natural gas (RNG) facility at the City of Fort Worth Southeast Landfill. Background As organic materials decompose, biogas is produced by microorganisms. This biogas is primarily composed of carbon dioxide (CO2), methane (CH4), hydrogen sulfide (H2S), water vapor, and trace amounts of other gases. Municipal solid waste landfills, such as the City of Fort Worth Southeast Landfill, are primary sources of biogas. Biogas produced at landfills is commonly called landfill gas. High -quality biogas, or landfill gas, can be recovered and treated to produce renewable natural gas through a RNG facility. RNG is a renewable energy resource that can be used like natural gas to provide heat, generate electricity, and fuel transportation networks, among other uses. RNG also helps reduce greenhouse gas emissions and provides related environmental benefits. The City of Fort Worth and its landfill operating partner, Allied Waste Services of Fort Worth, LLC, dba Republic Services of Fort Worth (Republic), are jointly seeking voluntary proposals for the design, planning, engineering, development, operations, and maintenance of a RNG facility at the Southeast Landfill to capture landfill gas and convert it to RNG. Procurement Process and Projected Timeline Through mutual agreement between the City and Republic, five (5) firms have been selected to participate in this voluntary request for Proposals (RFP) process. No City funds will be used for the development of a RNG facility under this RFP process, and this project is exempt from local government procurement rules. By contract, the City and Republic have mutually agreed to receive voluntary proposals from agreed -upon firms with proven RNG experience. A review panel comprised of staff from the City and Republic will review proposals and select a highly -qualified and experienced firm for this project.
