ex SUBJECT: PROPOSED ADOPTION OF THE STOP SIX NEIGHBORHOOD
I ?% EMPOWERMENT ZONE PLAN
The purpose of this Informal Report is to provide information concerning proposed adoption of the Stop
Six Neighborhood Empowerment Zone (NEZ) Plan.
On October 3, 2000 (M&C G-13030), the City Council approved Fort Worth's Neighborhood
Empowerment Zone (NEZ) Administrative Procedures, which include criteria to determine eligible areas,
the development of a basic incentives package, and elements to include in NEZ plans. On April 17, 2001
(Resolution No. 2721), the City Council designated the Stop Six neighborhood as an NEZ, and on
February 24, 2004 designated expanded areas to be part of the Stop Six NEZ (Resolution No. 3048) in
order to promote: 1) the creation or rehabilitation of affordable housing in the zone, 2) an increase in
economic development in the zone, and 3) an increase in the quality of social services, education or public
safety provided to residents of the zone. Exhibit A displays a map of the Stop Six NEZ.
On June 26, 2001, the City Council adopted the first Stop Six NEZ Plan (Resolution No. 2742), which was
prepared by City staff in consultation with the Historic Stop Six Empowerment Coalition (HSSEC). The
HSSEC is a community-based development organization that represents neighborhood interests to public
and private sector partners to promote redevelopment of Stop Six as a diverse and vibrant neighborhood.
In 2009, City staff updated and enhanced the Stop Six NEZ Plan in consultation with HSSEC. The
updated plan builds on the first plan and includes the following information:
• Updated demographic and economic conditions;
• Updated commercial and residential real estate data;
• The inclusion of design guidelines for residential, commercial, and industrial land uses;
• Stakeholder preferred and unsupported project types;
• Updated target redevelopment areas; and
• Highlights on the development progress made as a result of the NEZ designation in 2001.
The Stop Six NEZ Plan will provide guidance to HSSEC and development project proponents seeking
NEZ incentives. A public meeting was held on November 5, 2009 to receive feedback on the draft NEZ
plan, and the plan was placed on the City's website for public review. On February 24, 2010, the City Plan
Commission convened a public hearing on the Stop Six NEZ Plan and recommended that the City Council
adopt the Stop Six NEZ Plan by reference in the Comprehensive Plan. Staff will place a resolution on the
March 16 City Council agenda.
