HomeMy WebLinkAboutIR 9530 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9530 b6j%LT&11,% To the Mayor and Members of the City Council December 18, 2012 r Page 1 of 2 SUBJECT: DRAFT 2013 COMPREHENSIVE PLAN COMMUNITY MEETINGS rar3 The purpose of this report is to provide the City Council with the results of Comprehensive Plan community meetings held this fall (See Exhibit A). The draft 2013 Comprehensive Plan is an alternate-year partial update and includes only the three trend chapters and the appendix items, including the Future Land Use Maps, Capital Improvement Program and Annexation Program. A full update of the Comprehensive Plan will be completed for 2014. Since August, City staff has met with more than 300 people at 15 separate meetings. Staff did not receive any substantive recommended changes to the draft plan, but staff did hear from several residents that street and facility projects need to be completed faster. Staff also responded to several requests for street construction updates. The community meetings focused on the Capital Improvement Program development process and solicited feedback on infrastructure needs. A City Council Planning Workshop is scheduled for January 9, and staff will provide updated status and recommendations on potential future projects including comments received at the public meetings. The Planning and Development Department encourages public participation in the Comprehensive Plan update process by publishing articles in City News and posting notices on Facebook and Twitter, as well as posting update information and the draft plan on the City's website. Staff meets individually with interested business organizations and neighborhood associations at their request. Staff also held three annexation meetings in Far North Fort Worth where approximately 90 citizens were briefed on the annexation program for their property. Approximately 15 people attended the meeting for areas in Districts 2 and 7. Attendees expressed some concern about being annexed, but mainly asked questions about the process and how they would be affected. About 50 people attended a special meeting for enclave Area 10-1 in District 7 adjacent to Haslet, which the City Council would add to the three-year annexation plan for annexation consideration in 2015. Area 38 in District 7 along Jacksboro Highway also had a special meeting, since the enclave is proposed to move from the long-range program to the five-year program. About 30 people attended the meeting for Area 38. At both special meetings, the comments ranged from strong objections to minor concerns about being annexed. The City Council will consider nine of the areas in the five-year annexation program for annexation in 2013. The next steps in the update process include a public hearing on January 23 with the City Plan Commission followed by a public hearing with the City Council on February 12. Staff will ask the City Council to adopt the 2013 Comprehensive Plan on February 26.
