HomeMy WebLinkAboutIR 9546 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9546 To the Mayor and Members of the City Council February 12, 2013 `�` Page 1 of 1 r SUBJECT: PROPOSED AMENDMENTS TO THE HISTORIC PRESERVATION rF ORDINANCE The purpose of this Informal Report is to provide information concerning proposed amendments to the Historic Preservation Ordinance contained within the Zoning Ordinance. Staff received a request from Councilmember Joel Burns to add back language inadvertently omitted when the ordinance was updated in 2007. Staff has also proposed adding language to demolition procedures for all designation categories to provide uniformity and clarity for applicants and decision making bodies. Below are the proposed changes: • Add back language requiring a separate recommendation from the Historic and Cultural Landmarks Commission (HCLC) before a request for designation removal proceeds to the Zoning Commission and the City Council. Under the current ordinance, the HCLC recommendation on a demolition request is used as the recommendation for designation removal, since the considerations for the decisions are the same. • Add back language requiring signatures of 50% or more of the property owners and 50% or more of the land area in a historic district for applications requesting removal of historic district designations. • Add language requiring consultation between the property owner(s) or authorized agent, City staff and interested parties prior to a public hearing at the HCLC when demolition is requested. This requirement currently applies only to the Demolition Delay historic designation.
