A RESOLUTION AUTHORIZING EXECUTION OF A LOCAL ON -SYSTEM
AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN THE
AMOUNT OF $339,284.00 OF WHICH CITY PARTICIPATION IS
$309,566.00 FOR THE WALSH RANCH PARKWAY LANDSCAPING IMPROVEMENT
PROJECT
WHEREAS, the City of Fort Worth ("City") desires to improve a portion of the State of Texas highway
system at the intersection of I-30 and Walsh Ranch Parkway, which is maintained and operated by the Texas
Department of Transportation ("TxDOT"); and
WHEREAS, the Walsh Ranch Parkway Landscaping Improvements Project will improve safety for
pedestrians, alleviate traffic congestion, and enhance the safety of the highway system by installation of a Pedestrian
Hybrid Beacon (PHB), a traffic signal, and modification of pavement markings and ADA ramps; and
WHEREAS, TxDOT supports the City's efforts to improve traffic congestion and enhance safety at this
Iocation; and
WHEREAS, the Texas Transportation Commission passed Minute Order Number 116522 authorizing the
State of Texas to accept local government -funded projects performed on the state highway system; and
WHEREAS, TxDOT waives the direct and indirect costs in the amount of $29,718.00, thereby reducing
.the City's costs by that amount; and
WHEREAS, the City desires to enter into a Local On -System Agreement with the Texas Department of
Transportation for Walsh Ranch Parkway landscaping improvements at the I-30 and Walsh Ranch Parkway
intersection in the amount of $339,284.00 with City participation in the amount of $309,566.00 through the use of
available funding from the Developer and at no cost to the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
The City Manager or his designee is hereby authorized to execute a Local On -System Agreement with
the Texas Department of Transportation in the estimated amount of $339,284.00, with City participation in the
expected amount of $309,566.00 for Walsh Ranch Parkway landscaping improvements at the 1-30 and Walsh
Ranch Parkway intersection.

RECOMMENDATION:
It is recommended that the City Council adopt the attached resolution authorizing execution of a Local On -System Agreement with the Texas
Department of Transportation for the Walsh Ranch Parkway Landscaping Improvements project in the amount of $339,284.00, with direct and
indirect state costs in the amount of $29,718.00 waived, and City participation in the amount of $309,566.00 through the use of available funding
from the developer.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing execution of a Local On -System Agreement
(LOSA) with the Texas Department of Transportation (TxDOT). The LOSA details the responsibilities of both the City of Fort Worth (City) and
TxDOT in the execution and implementation of the project.
A LOSA is a type of TxDOT permit that allows the City to implement improvements on a state highway system using local funding.
The project consists of enhanced landscaping which will include small shrubs (in the parkways only) and ground cover plants, as well as drip
irrigation as appropriate to maintain such enhancements in portions of the median noses. The location of enhanced landscaping will be in the
median noses of the TxDOT Right of Way at the intersection of Interstate-30 and Walsh Ranch Parkway.
The State is waiving the amount of $29,718.00 of direct and indirect state costs for its plan review and oversight. There will be no project
reimbursements to TxDOT for this project.
Funding and construction will be completed by the developer. An Adopt -A -Park Agreement will be executed with the Walsh Ranch Homeowners
Association to perform general site maintenance for the enhanced landscaping and irrigation.
This project is located in COUNCIL DISTRICT 3.
A Form 1295 is not required because: This contract Wil be with a governmental entity, state agency or public institution of higher education: TxDOT

The Director of Finance certifies that approval of the recommendation will have no material effect on City funds.
