AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE DRAINAGE REVENUE BONDS SERIES 2023 FUND,
BY INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE EL
CAMPO AVENUE AND ASHLAND AVENUE STORM DRAIN RELOCATION
PROJECT (CITY PROJECT NO. 105267) IN THE AMOUNT OF $317,000.00 AND
DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
STORMDRAIN PIPE REHAB PROGRAMMABLE PROJECT (CITY PROJECT
NO. P00114) BY THE SAME AMOUNT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2023-2024, as enacted by Ordinance 26453-09-
2023, as amended, is hereby further amended to make the following adjustments to estimated receipts and
appropriations in the Drainage Revenue Bonds Series 2023 Fund, by increasing estimated receipts and
appropriations in the El Campo Avenue and Ashland Avenue Storm Drain Relocation project (City Project
No.105267) in the amount of $317,000.00 and decreasing estimated receipts and appropriations in the
Stormdrain Pipe Rehab Programmable project (City Project No. P00114) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of an engineering agreement with Pape -Dawson Consulting Engineers, LLC for the El Campo Avenue and Ashland
Avenue Storm Drain Relocation project in the amount of $167,580.00. (City Project No. 105267);
2. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Drainage Revenue Bonds Series 2023
Fund in the amount of $317,000.00 by increasing estimated receipts and appropriations in the El Campo Avenue and Ashland Avenue
Storm Drain Relocation project (City Project No. 105267) and decreasing estimated receipts and appropriations in the Stormdrain Pipe
Rehab programmable project ( City Project No. P00114) by the same amount; and
3. Amend the Fiscal Years 2024-2028 Capital improvement Program.
DISCUSSION:
The contract recommended by this Mayor and Council Communication (M&C) will provide for engineering and design services related to the El
Campo Avenue and Ashland Avenue Storm Drain Relocation project. The project is needed to reroute the deteriorating drainage pipe system
running from El Campo Avenue to Ashland Avenue.
The City identified the need for drainage pipe improvements along El Campo Avenue and Ashland Avenue as part of the citywide Storm Drain
Rehabilitation Program. The purpose of storm drain pipe rehabilitation projects is to restore the structural integrity of existing drainage pipes.
Additionally, these projects help to protect life safety, existing roads, infrastructure, and adjacent properties.
Review of condition assessment video taken from the pipe indicates it is showing signs of cracking, fractures, and voids which make it a high risk
for collapse.
in May 2021, the Transportation and Public Works Department (TPW), Stormwater Management Division, published a Request for Qualifications
(RFQ) for various engineering consulting services. Forty-five consultants responded to the RFQ for the project development and design service
area with Statements of Qualifications (SOQ). An evaluation team of three City staff subject matter experts from the Stormwater Management and
Capital Delivery Divisions of TPW scored the SOQ's based on company experience, prior projects, workload, and team experience. The City's
Business Equity team also evaluated and scored the SOQ's. A pool of twerity-one consultants was selected based upon these scores to be
matched with specific projects. Based on this scoring, Pape -Dawson Consulting Engineers, LLC (PD) was selected as the most qualified
consultant to perform development and design services for this project. PD proposes to complete design and engineering services for a fee in the
amount of $167,680.00. The services provided will include data collection and design of the relocation of drainage pipe from El Campo Avenue to
Ashland Avenue. Staff considers the fee to be fair and reasonable for the proposed scope of services. $149,420.00 of additional funds are
needed for project management, easement acquisition, and permits as applicable.
Pape -Dawson Consulting Engineers, LLC, is in compliance with the City's Business Equity Ordinance by committing to 16% Business Equity
participation on this project. The City's Business Equity goal on this project is 8%.

Funding is available in the Stormdrain Pipe Rehab programmable project within the Drainage Rev Bonds Series 2023 Fund for the purpose of
funding the Ei Campo and Ashland project.
This project is located in COUNCIL DISTRICT 7.
FISCAL -INFORMATION ! CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Stormdrain Pipe Rehab programmable project within the Drainage Rev
Bonds Series 2023 Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be
available in the El Campo and Ashland project to support the recommendations and execution of the agreement. Priorto any expenditure being
incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
