HomeMy WebLinkAboutIR 7163 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7163 To the Mayor and Members of the City Council Jan ary 13, 1986 Subject.: Annual Af f irmm#t t jr Action/Equal Employment Opportunity Report 1#72 This annual report on the City's Affirmative Action/Equal Employment Opportunity Program covers fiscal year 1985-86. This report provides the Mayor and City Council with the program's achievements and the progress which has been made in regard to the Bradley Consent Decree. This report is divided into three (3) sections: (1) Affirmative Action Achievements; (2) City Work Force Composition; and, (3) Consent Decree Projects. I. Affirmative Action Achievements FY 1985-86 was the first year in which departments developed and 'implemented their own Affirmative Action Plans. The resulting increase in Department Head responsibility and accountability has improved the City's overall level of affirmative action achievement. Departmental representatives attending professional conferences, workshops, and seminars are more actively involved in recruiting qualified minorities and women for positions in their departments. Two (2) year departmental affirmative action goals were set in December and to date 32% of the goals have already been met. Significant improvements have been and continue to be made in the City's testing and selection process. The acquisition of an automated applicant tracking system and accompanying software provides the City with the capability to identify any areas in the testing or selection process which may have an adverse impact upon a particular segment of the applicant pool . These improvements provide the means whereby the City can further ensure all applicants have an equal opportunity for positions with the City. In addition to action items related to hiring, over one-half of all the City's departmental plans call for the institution of cross-training incumbents to enhance the promotability of both protected and non-protected class employees. During FY 1985-86, 60% of all promotions within the City involved protected class employees (Blacks-25%, Hispanics-11%, Women-24%). The Police Department has increased the representation of protected class members in its Training Academy classes dramatically. Over 57% of the last Academy in FY 1985-86 class was composed of protected class members. With the advent of FY 1986-87, departmental plans and goals are being reviewed and updated to ensure continued success in implementing projects designed to meet goals and to ensure equal employment opportunity is afforded all applicants. 0011 -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7153 f0k. City Work Force Composition The City's overall minority work force composition has gradually increased over the past several years. Attachment No. 2 provides a profile of the City' s work force excluding Civil Service personnel in Police and Fire; Categories 5, 6, 7, and 8 are not affected by Civil Service personnel and are not shown in the upper table on Attachment No. 2. The lower table provides a profile of Civil Service personnel in Police and Fire. Attachment No. 3 provides a comparison of the City's work force composition with availability in the relevant labor market. Attachment No. 4 provides a profile of the City's work force by Department and EEO Category. III. Consent Decree Project!. The eleven (11) major projects mandated by the consent decree were described in Informal Report No. 7143 dated August 15, 1986. October 1 , 1986 marked the starting date for the collection of data required for a series of reports to be submitted to the court. The automated applicant op", tracking system which was purchased to meet these report requirements is fully operational and will produce the reports in accordance with the consent decree. Legal consultants retained by the City have been and will continue to monitor and review the City's compliance with the stipulations of the decree. To date, all projects are on schedule and should continue to be on schedule through the duration of the decree's enforcement. Summary Preliminary results strongly suggest the decision to develop departmental affirmative action plans was well-conceived. Greater Department Head accountability for affirmative action achievements is bringing significant results. The quality of the City's selection process has also realized significant gains, thereby ensuring compliance with equal employment opportunity laws and providing departments with a higher quality of candidates for employment. 6 PDouglas Harman City Manager OW Attachment 00b.
