FWHFC-2024-09 FORT WORTH HOUSING FINANCE CORPORATION A RESOLUTION ENDORSING A CONTRACT IN THE AMOUNT OF $37,500 WITH THE FORT WORTH HISPANIC CHAMBER OF COMMERCE FOR CERTAIN SERVICES THAT PROMOTE EQUITABLE DEVELOPMENT ON AND AROUND PANTHER ISLAND WHEREAS on April 9, 2024, the Fort Worth City Council adopted the Panther Island Vision and Strategy as a guide for the development of Panther Island (CFW Resolution 5932-04-2024); and WHEREAS the Panther Island Vision and Strategy recommends that the City and its partners promote equitable development on and around Panther Island by supporting housing affordability, minimizing household displacement, and otherwise addressing issues that are also of importance to the Fort Worth Housing Finance Corporation (the Corporation); and WHEREAS the Fort Worth Hispanic Chamber of Commerce (the Chamber), with assistance from DEI Consultants and the Urban Land Institute (ULI), proposes to provide certain services that promote such development, particularly as it would benefit residents and small businesses of the Northside and Historic Marine neighborhoods, at a total estimated cost of $230,000; and WHEREAS such services include an extensive series of community engagement events to be facilitated by DEI Consultants, a five-day interactive planning workshop to be conducted by ULI, and initial actions to implement ULI recommendations; and WHEREAS the Chamber has secured or is seeking to secure pledges in the amounts of $30,000 from its board and membership; $30,000 from the Rainwater Charitable Foundation; $37,500 from the North Texas Community Foundation; $10,000 from the Amon G. Carter Foundation; $40,000 from the ULI Foundation; and $45,000 from ULI's Dallas -Fort Worth District Council, subject to the Corporation providing a local match of funds in the amount of $37,500; and WHEREAS the Corporation bylaws authorize the General Manager to enter into contracts in amounts not to exceed $100,000, and the General Manager anticipates exercising that authority to execute a contract in the amount of $37,500 with the Chamber for these services; and WHEREAS the Corporation wishes to express its support for the execution of the contract and contribution of funds toward these services. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Fort Worth Housing Finance Corporation that the Corporation endorses execution of a contract and contribution of funds in the amount of $37,500 with the Fort Worth Hispanic Chamber of Commerce for certain services that promote equitable development on and around Panther Island.
