I. Call to Order
With a quorum of the board members present, President Flores called the meeting of the Crime
Control and Prevention District (CCPD) Board of Directors to order at 9:02 a.m., on Tuesday,
February 27, 2024, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.
II. Approval of Meeting Minutes — November 28, 2023 Regular Meeting
Motion was made by Director Bivens and second by Director Hill to approve the minutes of the
November 28, 2023, Regular Meeting. Motion passed 6-0. Vice President Nettles and Directors
Parker, Crain, Williams and Beck were absent.
III. Written Reports
A. FY 2024 1 Sc Quarter Performance Report on Activities and Finances
B. Partners with a Shared Mission Report
The reports were for informational purposes. No action by the Board was required.
IV. Staff Reports
A. Partners with a Shared Mission Initiative — Changes to Funding Strategy (Keith Morris,
Police)

— Presentation was made by Keith Morris, Police Department.
o Vice President Nettles requested more information about CCPD grant applicants who
do not meet the threshold and what staff is doing to ensure those agencies can meet
those thresholds.
V. Discussion and Action Items
A. Consideration of Community Based Program Funding Recommendations in the Amount of
$1,241,600.00 (Keith Morris, Police)
1. PROGRAM GRANTS
a. Advocates for Community Transformation ($300,000.00)
b. Communities in Schools of Greater Tarrant County ($300,000.00)
c. Journe4ward ($291,600.00)
d. NewDay Services for Children & Families ($300,000.00)
2. DEVELOPMENT GRANTS
a. Heather Hopes, Inc. ($50,000.00)
— Presentation was made by Keith Morris, Police Department.
o Director Hill asked about having dedicated Fort Worth representative from ACT for
Justice.
o Vice President Nettles asked for clarification about the ACT for Justice program.
Motion was made by Director Lauersdorf seconded by Director Martinez, to approve the Community
Based Program Funding Recommendations in the Amount of $1,241,600.00. Motion passed 10-0.
Director Parker was absent.
VI. Public Comments
There were no registered speakers.
VII. Requests for Future Agenda Items and/or Reports
— Director Bivens requested how CCPD community engagement efforts incorporate the
question of whether there is a need to include childcare providers as likely grant applicants
with the desired end result being to create a proactive stance.
— Director Lauersdorf requested a report on the school crossing guard program, specifically on
the decision process in working with the schools; requested additional information on the
four education and community outreach programs or events regarding the school crossing
guard program; requested increasing and extending the crossing guard capacity to cover
after school programs; and requested information on who determines what goes on in these
after school programs.
— Director Williams requested staff look at the crossing guard program and assess the hourly
rate from $21.17 to $25.95 and requested a cost benefit analysis of running the school
crossing guard program internally vs. externally.

— Directors Bivens and Beck requested a report clearly defining the role of the school resource
officer, specifically when it comes to students leaving the campus and truancy, and the
philosophy behind why they are there and how we use them.
VIII. Adjourn
With no further presentations or discussions, President Flores adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 9:47 a.m., on Tuesday, February 27, 2024.
