Subject: DESIGN OF FIRE STATIONS #24 and #33

The existing Fire Station #24 is built on very unstable soil which is causing
damage to the structure. The cost of placing new piers, removing the
concrete floor slab and replacing it with a structural slab would cost
almost as much as a new station. Even after the repairs are made, we could
not guarantee that further damage would not occur. In addition, the existing
station is too small to accommodate the new fire fighting equipment. In
designing the replacement building, a structural floor system will be
included to prevent damage by the expanding soils. The new building will
also be enlarged to fit the needs of the Fire Department equipment. These
deviations from the prototype design will require an increase in the
architect's fee over a simple site adaptation of the prototype building.
Fire Station #33 is to be located in the CentrePort development on the
far east side of Fort Worth. In order to obtain the necessary land from
the developers, the City had to agree to provide a design which would
complement and blend in with the overall design concept of the development's
master plan. The Council approved a contract with Paul Deeley, M&C C-9703,
June 17, 1986, to provide services in developing a schematic design to
meet the developer's requirements. The design which the architect submitted
included extensive changes to the facade of the building from the prototype.
It also included an office for use - by the Police Department, and a
considerable amount of site design including a paved training area, ladder
tower, and landscaping.
The layout of the two stations still retains the plan preferred by the
Fire Department even though the total design differs considerably with
the prototype. Considering the increased scope, the staff finds that the
proposed fee the architect submitted is within reasonable limits.
