HomeMy WebLinkAboutIR 7138 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7138 IDTo the Mayor and Members of the City Council July 22, 1986 Subject: NAME CHANGE FOR THE DISADVANTAGED BUSINESS ENTERPRISE OFFICE 1073 The Disadvantaged Business Enterprise (DBE) Office was established in the 1984-85 fiscal year. In an effort to increase the level of minority and women business participation in the City's procurement activities. The word "disadvantaged" was used instead of "minority" in order to comply with the wording required by the Urban Mass Transportation Administration (UMTA) as a result of a change in their policy. Since the start-up of the DBE Office, there has been some confusion on the part of eligible participants, as well as some City staff, about the relationship of the term "disadvantaged" to minority and women-owned businesses. At the present time, the City is only administering a few UMTA grants that are in the process of being closed out. Since the formation of the Fort Worth Transportation Authority, UMTA grants have gone directly to that agency. Given the minimal involvement of the City in UMTA-related activities , there is no longer a need to continue using the term "disadvantaged". Therefore, staff is recommending that the DBE Office be renamed the Minority Business Enterprise (MBE) Office. This name change should eliminate any confusion regarding the City's program and make the name of the office more compatible with the city-wide minority business enterprise policy that recently was adopted by the City Council .' Unless otherwise directed, the name of the Disadvantaged Business Enter- prise (DBE) Office will be changed to Minority Business Enterprise (MBE) Office, If additional information is needed, it will be supplied upon request .
