To the Mayor and Members of the City Council June 13, 1986
Subject: Appointment of Advisory Board of Proposed Fort Worth Improvement
District No. 1
On June 10, 1986, the City Council adopted M&C G-6697 and a resolution which
established an advisory board for the proposed Fort Worth Improvement District
No. 1. The Board has the responsibility of developing and recommending
a service, assessment and improvement plan to the City Council.
The Board consists of 33 members who shall be appointed by the City Council.
The Council is scheduled to appoint the Board on June 17, 1986 (M&C G-6707).
Section 5 of Article 1269j-4.12, V.A.C.S. , contains the following provision
concerning composition of an advisory board:
"The composition of the advisory board shall include more than
50 percent of owners of record of property or record owners of
property of more than 50 percent of the land area and owners of
taxable property representing more than 50 percent of the appraised
value of the taxable real property including the value of structures
and other improvements within the area as determined by the current
roll of the county-wide appraisal district in which the property
is located. The composition and appointments shall be approved
00,01, by the governing body."
Attached as Exhibit "A" is a list of property owners who have been recommended
by Downtown Fort Worth, Inc. for membership on the Board. These 23 persons
are members of Downtown Fort Worth, Inc. , and represent the ownership of
78 percent of the total taxable property value and 57 percent of the total
taxable land area within the proposed district. Appointment of a board
consisting only of these 23 persons would meet the minimum requirements
of Article 1269j-4.12. However, to give a broader representation on the
Board, it is suggested that nine additional members who are tenants and/or
property owners within the proposed district should also be appointed.
Attached as Exhibit "B" is a list of other tenants and/or property owners
within the district. This list is not complete and councilmembers may wish
to consider other persons. Because the City is a property owner within
the district, it is also suggested that a member of the City Manager's staff
be appointed to the Board to represent the interests of the City.
It would be legal for the Council to appoint a Board consisting of more
than 50 percent of the owners of record of property in the proposed district.
However, this would not be practical because it would result in 118 members.
For this reason, it is more practical for the board to consist only of members
owning more than 50 percent of the taxable land value and area in the proposed
district.

In summary, it is suggested that the Council consider appointing the following
members to the Board:
1. the 23 members of Downtown Fort Worth, Inc. , listed in Exhibit "A";
2. nine property owners or tenants from the names listed in Exhibit "B"
or from other qualified persons selected by the Council; and
3. a member of the City Manager's staff.
Please consider the names of persons whom you wish to appoint to the Board
so that the appointments can be made on June 17. Do not hesitate to contact
me if you desire further information.
