X Subject: RESOLUTION TO ESTABLISH THE PREFERRED ALIGNMENT OF THE
PROPOSED SOUTHWEST FREEWAY
The State Department of Highways and Public Transportation approved
Minute Order No. 83516 on August 29, 1985 that authorized the State,
the County and the City to cooperatively pursue the development of
the Southwest Freeway from I 35W to FM 1187.
In January of this year the State Department of Highways and Public
Transportation authorized and directed Mark Goode, the State Engineer
Director, to hire a consulting firm to prepare alternative alignments
for the Southwest Freeway from IH 35W to FM 1187, to analyze all of
those alternatives, to prepare Environmental Impact Studies, and in
conjuction with the State's staff to conduct the necessary public
meetings and public hearings on the project. Included within those
studies would be alternative routes south of Risinger Road. The City
has already prepared a tentative alignment of the freeway from IH
35W to Risinger Road.
It will be at. least two years before the State completes its study
of routes, prepares an environmental impact statement and conducts
public hearings. Until that time, the State will not be able to provide
OPJ the City exact information concerning right-of-way requirements on
any section of the proposed freeway.
Because the Southwest Sector of the City is developing rapidly, there
is a large volume of platting and zoning activity occurring along
this proposed freeway corridor. It is very difficult for the City
staff, Plan Commission and Zoning Commission to evaluate requests
for platting and zoning without a firm freeway alignment from which
to work. Appropriate rights-of-way cannot be dedicated, nor can
Community Facilities Agreements for construction of frontage roads
be executed without a firm alignment. Development in the Southwest
Sector should not be halted for two years until the State finishes
its studies.
There is much public support for the ' preliminary alignment of the
freeway between Hulen Street and Risinger Road and the westernmost
alignment of the Southwest Freeway from Risinger Road to FM 1187 as
proposed by Capcon Interests and their traffic engineering firm,
DeShazo, Starek and Tang. Property owners in the Southwest Sector
of the City have indicated their willingness to dedicate the required
rights-of-way and enter into appropriate Community Facilities Agreements
for construction of the Southwest Freeway frontage roads. The City
has obtained firm commitments to dedicate, at no expense to the City,

the necessary rights-of-way to complete the most westerly alignment
of the freeway as it approaches FM 1187 from Capcon Interests, the
developer of Rock Creek Addition, and Tristar Capital Corporation,
the developer of Sunland Addition.
Accordingly, the City Council is being asked to adopt the attached
resolution which provides the following:
1 . Adopts the aforementioned alignments proposed by City staff,
Capcon Interests and DeShazo, Starek and Tang as the City's
preferred alignment,
2. Authorizes the Transportation and Public Works Department
to stake the centerline of. the adopted alignment for the Southwest
Freeway from Hulen Street to FM 1187, and,
3. Requires that, as platting occurs along the route of the
Southwest Freeway, property owners must dedicate appropriate
rights-of-way and enter into Community Facilities Agreements
for construction' of the frontage roads. A%k
