AN ORDINANCE INCREASING APPROPRIATIONS IN THE CULTURB AND
TOURISM FUND IN THE AMOUNT OF $'15,000 AND DECREASING THE
UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT,
FOR THE PURPOSE OF FUNDING A PAYMENT TO THE !NORTH TEXAS
CUTT'iNG CHAMPIONS CLUB; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINI=D BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fisca[ Year 20D4-
2005 in the Budget of the City Manager, there shall also be increased appropriations in the Culture
and Tourism Fund in the amount of $15,000 and decreasing the unreserved, undesignated fund
balance by the same amount, for the purpose of funding a payment to the North Texas Cutting
Champions Club.
SECTION 2.
That should any pnrtian, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 16D61 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance and Authorize Payment to North Texas Cutting Champions Club
RECOIUIMENDATION:
It is recommended that the City Council:
1. Adopt appropriation ordinance increasing appropriations and decreasing the unreserved, undesignated
fund balance of the Culture and Tourism Fund by $15,000; and
2. Authorize a payment of $40,000 to the North Texas Cutting Champions Club of which $25,000 will be
funded by Special Marketing Fund.
®ISGUSSION;
An agreement was reached between the City of Fort Worth, Fort Worth Convention and Visitors Bureau
(FWCVB} and the Fort Worth Chamber of Commerce (FWCOC) with the National Cutting Horse
Association (NCHA} to provide annual cash incentives in return for the NCHA's commitment to hold the
Futurity, the Super Stakes and the Summer Cutting Spectacular at the WII Rogers Memorial Complex and
Equestrian Center. The agreement was for five years from 1999-2004 and has been extended for an
additional five years (2005-2009}. The commitment was based on the economic impact of the three
prestigious events to For# Worth.
The Chamber committed to make its best efforts to raise a portion of the cash incentives through the North
Texas Cutting Champions Club. If the reasonable efforts of the FWCOC were unsuccessful, the City and
FWCVB agreed to cover a shortfall up to $50,000 {ar $25,000 each) subject to availability of funds.
The shortfall exceeded $50,000 for the periods of 1999-2003. The City of Fort Worth's portion ($25,000}
was funded through the Special Marketing Fund provided through the contract with Ken Moore Enterprises.
The FWCVB and the FWCOC met the shortfall through their cash reserves.
Despite a more than reasonable effort by the FWCOC to solicit contributions for the incentives, a shortfall of
$80,000 is anticipated for the 2004 commitment. The FWCOC has asked that the City cover one-hal# of the
shortfaq, as they are unable to continue to supplement the shortfall from cash reserves. Funds are
available in the Special Marketing Fund for the budgeted shortfall of $25,000; however, funds are not
available for the additional $15,000.
It is therefore recommended that funds in the amount of $15,000 be appropriated from the. Culture and
Tourism Fund to fund the shortfall; and authorization is requested for a payment of $40,000 to the North
Texas Cutting Champions Club of which $25,000 will be funded from the Special Trust Fund {FE72-532300-
025511000000).
The Wll Rogers Memorial Complex and Equestrian Center is Incated in COUNCIL DISTRICT 7 and serves

the entire City.
FISCAL INFORMATIONICERTIFIGATION:
The Finance Director certifies that upon approval of the above recommendation and adoption of
appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the
Culture and Tourism Fund and the Special Trust Fund.
