AND GRANT APPLICATION
On July 20, 1982, (M&C G-5366) , the City Council authorized appropriation of
funds in the amount of $1,857,100 from the Unappropriated Retained Earnings
of the Airports Fund to be used as the City's grant match funds on the South
Fort Worth Airport Project. These funds were designated to be used for
matching funds as FAA grants became available. Additionally, the City
Manager was authorized to apply, accept, and execute the grants when offered.
In 1982, the cost estimates for improvements in Phase I were as follows:

Since the development of the above cost estimates , much progress has been
made on the airport project. With the passage of time, land costs have
steadily increased. To date, the City has received from the U. S. Department
of Transportation, Federal Aviation Administration, eight separate Federal
Grant Agreements totalling $16,369,475. The City's grant matching funds have
totalled $1,818,833. These funds have been used for the following:
1 ) Purchase of approximately 80 percent of the land proposed for the
South Fort Worth Airport;
2) Engineering consultant fees;
3) City engineering, surveying, administration , and miscellaneous; and ,
4) Electric transmission line relocation (engineering and construction).
Additionally, $1,958,000 of the City's funds have been used for the project
to acquire a portion of Oak Grove Airport and the right to close the Oak
Grove Airport runway; to acquire right-of-way for Stone Road (a thoroughfare
adjacent to the South Fort Worth Airport); and to acquire other parcels of
land in advance of a grant offer to facilitate construction scheduling. Of
the $1,958,000 spent by the City, approximately $145,000 is eligible for
grant reimbursement.

Due to the increased cost of land acquisition, most of the funding for
construction improvements was reprogrammed to cover property costs.
Therefore, additional funds will be needed to complete the Phase I land
acquisition and improvements and Phase II and III 2000 feet runway addition
on the airport. The following is a re-estimate of cost and represents the
additional funds required to accomplish the work, which includes the
engineering and construction of an additional 2000 feet of runway and
sanitary sewer in lieu of a septic tank system.

* City staff currently is pursuing the purchase of avigation easements as an
alternative to fee simple purchase of the remaining land to be acquired.
"City staff has requested FAA grand funding for construction of the
additional 2000 feet of runway 17R/35L and associated taxiways. The City's
grant matching funds are being set aside now should the FAA decide to offer
a grant for the additional 2000 feet of runway/taxiway construction.

Financing
In order to provide the necessary funding to finance the improvements
described above, it will be necessary to appropriate funds to cover the
City Is anticipated ten percent grant matching funds . Funds are available in
the Unappropriated Retained Earnings of the Airports Fund. Included on the
March 25th agenda is M&C G-6613 for City Council consideration.
If additional information is desired, it will be furnished upon request .
