AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE MUNICIPAL AIRPORT GRANTS FEDERAL FUND, IN AN AMOUNT UP
TO (1)
$1,080,000.00, SUBJECT TO RECEIPT OF THE GRANT, AND (2) $120,000.00 AS A
TRANSFER FROM THE FUTURE GRANT MATCH PROJECT WITHIN MUNICIPAL
AIRPORT CAPITAL PROJECT FUND TO SATISFY THE CITY'S MATCH
REQUIREMENT, TOTALING $1,200,000.00, FOR THE PURPOSE OF FUNDING THE
FORT WORTH MEACHAM INTERNATIONAL AIRPORT FUEL FARM
REPLACEMENT ENVIRONMENTAL STUDY AND DESIGN; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Municipal Airport Grants
Federal Fund, in an amount up to (1) $1,080,000.00, subject to the receipt of the grant, and (2) $120,000.00 as atransfer
from the Future Grant Match project within Municipal Airport Capital Project Fund to satisfy the City's match
requirement, totaling $1,200,000.00, for the purpose of funding Fort Worth Meacham International Airport Fuel Farm
Replacement Environmental Study and Design.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such
other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Study and Design at Fort Worth Meacham International Airport, Authorize Use of Future Grant Match Capital Funding in an Amount Up
to $120,000.00 for the City's Grant Match for a Total Project Amount Up to $1,200,000.00, Authorize Execution of a Grant Agreement with the
Federal Aviation Administration, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2023 Airport Improvement Program Supplemental
Discretionary Grant from the Federal Aviation Administration in an amount up to $1,080,000.00 for a Fuel Farm Replacement Environmental
Study and Design at Fort Worth Meacham International Airport;
2. Authorize the execution of a grant agreement with the Federal Aviation Administration; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Grants Federal Fund
in an amount up to (1) $1,080,000.00 subject to the receipt of the grant, and (2) with $120,000.00 as a transfer from the Future Grant Match
project within Municipal Airport Capital Project Fund to satisfy the City's match requirement for a total of $1,200,000.00, for the purpose of
funding the Fort Worth Meacham International Airport Fuel Farm Replacement Environmental Study and Design.
DISCUSSION:
The Federal Aviation Administration (FAA) announced the Fiscal Year2023 Airport Improvement Program Supplemental Discretionary Grant.
Eligible projects under this funding include airport construction projects, associated airport capital planning, noise planning and noise mitigation
projects, and energy and environmental sustainability projects. If awarded, funding will be used for an environmental study and design of a fuel farm
replacement of twenty-one underground fuel tanks at Fort Worth Meacham Intemational Airport (Meacham).
According to a study completed by the Army Air Force Exchange Service (AAFES) and the Environmental Protection Agency reports, the life
expectancy of above and underground fuel tanks is between 20 and 30 years. Currently, the underground fuel tanks at Meacham fuel farm are
more than 30 years old. Grant funding for this project will increase Meacham's sustainability and environmental safety related to storing aviation
fuel at the airport. If awarded, the FAA will provide funding up to $1,080,000.00. This grant requires a 10 percent match of eligible project costs in
an amount up to $120,000,00. The Aviation Department will utilize capital funding from the Future Grant Matches project (City Project No.
101731) to provide matching grant funds to leverage the grant funds for projects.
Since this grant does not support any staff positions within the Aviation Department, indirect cost recovery does not apply.
City of Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached
appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Muni Airport Grants Federal Fund. The
Aviation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an
expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
