This procedure is advantageous to the City because it allows for the proper design and review of street networks and overall drain- age systems along with the corresponding water and sewer systems, not only for the development involved, but also for the surrounding area. The expen- diture of City funds is justified in that the property adjacent to the pro- posed street R.O.W. is platted having the potential for immediate on-site development, thereby increasing the City's tax base and providing a return on public investment. Recently "Street Only" plats are being submitted in an increasing number and generally pose problems in terms of street, drainage, water and sewer review and investment of City funds. In particular, drainage systems cannot be pro- perly planned or designed without knowledge of the complete road system. Another important consideration is the need for the City to put up its share of the costs for such facilities through community facility agreements. It does not appear to be prudent for the City to tie up large sums of money for such road, drainage, water and sewer facilities when the adjacent proper- ties are not being platted. The City will not receive any additional tax dollars or other revenues in return for these public facility expenditures until final platting and development of adjacent property occurs; therefore, there could be a significant period of time before the City receives any return on its investment. The staff is concerned that very little benefit is being derived from most street plats inasmuch as there are construction, maintenance, security and other costs for a significant time period before adjacent property is developed. This does not mean that all street plats are unjustified. An example of a justifiable "street only" plat would be one that completes a relatively short link in the major thoroughfare systems between two segments already constructed or currently under construction, or completes a line in a major water or sanitary sewer system which will benefit a major development area, or a pressure plane, or portion of the water and sanitary sewer master plan. Presently, there is is not a clear-cut policy that restricts these "street only" plats. There is, however, potential for legal control by requiring the developer to plat all of their property rather than the streets portion of their property. The staff, therefore, proposes that in the future, the City will require written justification for all "street only" plats which will be evaluated before submission of CFAs to the City Council for their approval . Only those "street only" plats that produce a significant benefit to the City and the citizenry will be recommended for approval . -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7104 -p.2 "rp7ER" April 1, 1986 O , �off/`R�?�A To the Mayor and Members of the City Council p 0 AN Subject: "STREETS ONLY" PLATS 107 3 Recommendation It is recommended that final plats for "street only" be accepted for proces- sing provided: 1) The developer submits written justification for review by City staff; 2) The City staff determines that there is overwhelming justification to proceed and recommends to City Council that the plat should be approved; 3) The City Council concurs with staff's recommendation; or 4) The developer agrees to proceed with construction, with no City financial participation whatsoever.
