HomeMy WebLinkAboutIR 7108 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7108 ,40""4`4 April 22, 1986 SORP To the Mayor and Members of the City Council Subject: FORTY OAKS STORM DRAIN PROJECT DETENTION POND NO. 2 On March 10, 1986, the City Council received a petition protesting the con- struction of the subject project which was a project included in the 1986 Bond Program. The petition states that recent construction of storm drains in the area has alleviated the flooding problem. Regretfully, it is our opinion that is not the case. The signers of the petition reside primarily on North Hampshire Street and the western part of Dallas Avenue which does not flood. The vicinity of Dallas Avenue and Benton Street, however, floods on a regular and frequent basis. The situation has recently been aggravated by commercial development along the south side of Lancaster Avenue which fur- ther impedes the overland flow of water. Recent studies conducted by the consulting firm of Freese-Nichols indicate that flooding will continue to be extensive in this area. The City of Fort Worth is currently completing the installation of storm drainage pipe in Weiler Boulevard ($1.7 million) which has been sized on the presumption that upstream water would be detained as recommended by our consultants. Public hearings were held on this project in September, 1981, and the design of the selected alternate was approved by the City Council in January, 1982. The Planning Commission has recently approved the expansion of a trailer park and the construction of duplexes in the area that is most subject to flooding. Building permits are being delayed pending completion of the detention pond. The staff will make every effort in- the design process to make the pond as attractive as possible. Detention ponds can be used as "pocket parks" if properly maintained. Unless instructed otherwise, the staff proposes to con- tinue with plans for Detention Pond Number 2. Approximately ten lots have been pre-emptively purchased and it may be that others will be offered for sale.
