HomeMy WebLinkAboutIR 7116 / INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7116 To the Mayor and Members of the City Council Subject: EMPLOYEES' HEALTH CLINIC During the first 11 months of operation, 1,609 pre-employment exams were performed in the Employees' Health Clinic. More than 87 percent of the applicants were approved without restriction or referral ; five percent were unable to meet job requirements (see attached chart) . Back prob- lems accounted for most activity restrictions while blood pressure problems accounted for most referrals. Borderline blood pressure readings were found among 19 percent of approved applicants. These applicants were encouraged to seek follow-up care. Smoking, a potential health problem, was identified in 36 percent of the applicants. Though smoking and -borderline blood pressure are not considered in the hiring process, they could be considered as future health promotion projects for the Employees' Health Clinic. There also are implications for potential reductions in health insurance costs to the City if these problems can be addressed successfully. Costs associated with service delivery are identified in two areas: pre-employment physicals and minor injury care. The estimated average cost for a pre-employment physical is $13. This compares favorably with other health care providers who charge from $50-75 for the same ser- vice. Of the pre-employment physicals performed, 18 applicants were unable to meet job requirements because of back problems. Each of these applicants had potential for further injury. By preventing one major injury, the City can save an estimated $50,000-100,000 in Worker's Com- pensation payments. Minor injury care at the Employees' Health Clinic ranges from $8-21 per visit, depending on the injury. The cost of similar care at other clinics is at least double that of Employee's Health Clinic. There also is an administrative fee of $25 per visit for Worker's Compensation claims which increases the cost of treatment by an outside clinic to triple that of the Employees' Health Clinic. During the first ten months of minor injury care, 273 employees were treated. The Employees' Health Clinic handled 53 percent of employee injuries without referral to other services, with an average of 20 minutes per treatment. The average time spent at outside clinics is one hour or longer.
