The City of Fort Worth has actively participated in programs of the North Central Texas
Council of Governments (NCTCOG) for several years. The Water Department Director
represents the City on the Water Resources Council (WRC). In late 1983, a special Task
Force of the WRC was appointed to identify problems with rural development and assess
the potential of NCTCOG involvement in finding solutions.
After a detailed study, the Task Force identified three priority needs; one of which was
prevention of water pollution of water supply reservoirs.
The Reservoir Watershed Management Program was formed by the cities of Arlington,
Dallas, Denton and Fort Worth, the North Texas Municipal Water District, the Tarrant
County Water Control and Improvement District No. 1 and the Trinity River Authority
to collectively examine water quality concerns. The program was funded for 1985 by
the seven agencies with matching funds from NCTCOG. Each agency named one member
and one alternate to the Program's Steering Committee, with three at-large members
appointed by the NCTCOG WRC. The Steering Committee met monthly from April 1985
to January 1986. It provided direction to the program with NCTCOG serving as coordinator
and facilitator.
During 1985, the Steering Committee defined topics of major concern, and carried out
a number of work projects to address or document problems. The Steering Committee
determined that cooperative actions to -implement long-term reservoir watershed
management planning are imperative now to avoid serious pollution of our-water supplies
by the year 2000. The Committee concluded their work by developing a Policy Position
on Protection of Water Supply Reservoirs.
The policy position was endorsed by the WRC and unanimously adopted by the NCTCOG
Executive Board. It was then transmitted to the appropriate state and federal agencies.
Approval of the resolution adopting the Policy Position on Protection of Water Supply
Reservoirs on today's Council agenda would enforce the City's efforts to protect the water
supply reservoirs.
