Subject: CONFERENCE ON NEIGHBORHOODS - "NEIGHBORHOODS, FORT WORTH:
PARTNERS FOR PROGRESSO
Background
In the summer, 1984, the City contracted with United Way to design a
neighborhood training program called CLASP (Community Leadership and
Self-help Program). A series of workshops was conducted to improve the
leadership skills of target area residents. The workshops concluded
with a successful day-long conference. In 1985, a team composed of
representatives of the League of Neighborhoods, the Neighborhood Advi-
sory Councils, and the City of Fort Worth traveled to Minneapolis to
promote Fort Worth as the site of the next Neighborhoods, USA national
conference. Although San Antonio was selected, the group decided that
Fort Worth should consider having its own conference which would build
on the success of CLASP. A Steering Committee of representatives from
the League of Neighborhoods, United Way, the Neighborhood Advisory Coun-
cils, the Community Development Council and City staff have been meeting
to discuss and develop the idea. The Steering Committee has appointed
00� several other committees to be responsible for particular aspects of the
conference.
Included within the Twelfth Year Community Development Block Grant bud-
get approved by City Council on April 28, was a $5,000 line item to par-
tially fund this neighborhood conference. The Steering Committee would
solicit other donations of cash, goods, and services from area organiza-
tions and business firms to pay for the remaining costs of the confer-
ence.
If sufficient funding is raised, the Steering Committee will precede the
conference with a retreat for key neighborhood leadership (perhaps three
from each group, not to exceed a total of 100). This retreat will give
the neighborhood "movers and shakers" an opportunity to examine their
own goals and motivations, build personal relationships for networking,
and improve the skills required to move each neighborhood from apathy to
action.
The goals and objectives of the conference would be as follows:

Objectives (Proposed q the Program Comittee)
1) To draw neighborhoods together and develop cooperation and team
2) To develop neighborhood leadership skills;
3) To motivate residents to be more actively involved;
4) To improve citizen access to and communication with government;
5) To develop neighborhood self-confidence; and,
6) To develop a feeling of ownership of the city, a sense that what
is good for a neighborhood is good for the city.
Content and Structure
The conference, under the name "Neighborhoods, Fort Worth: Partners for
Progress" is proposed to be held on Friday evening, September 12 and
Saturday, September 13, 1986, in the Will Rogers complex. On Friday
evening, there will be 1) a poster fair for which each neighborhood will
prepare a poster display describing the neighborhood and its activities ,
2) a reception, and 3) a speaker. Saturday activities will consist of
workshops, speakers, and a luncheon. Workshop topics will include
Leadership Skills, Communication, Team Building, Meeting Management and
Conclusion
The Steering Committee suggests that the Mayor proclaim September 8-14
as Neighborhood Week and that if successful , the conference be made an
annual event. Unless otherwise directed, staff will proceed to finalize
