HomeMy WebLinkAboutIR 7201 ATTACHMENT INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 7201 to#p To the Mayor and Members of the City Council Page 1 of 2 June 30, 1987 Subject: ANIMAL SHELTER CONSTRUCTION ALTERNATIVES BACKGROUND: The City of Fort Worth has operated an Animal Control Program since the early 1950's. The responsibility of Animal Control has been to capture and impound animals at large. In recent years there has developed an increasing emphasis on responsible pet ownership. Fort Worth Animal Control revolves around this concept. However, it takes both a well trained and capable staff along with an adequate facility. The current facility has served the City since the early 1950's. However, in recent years the facility has not adequately met the needs of the community. An adequate facility is one which provides for sufficient impoundment and quarantine kennel space, is easily accessible and recognizable to the public, has a positive public image, and promotes responsible pet ownership. The current program impounds over 10,000 animals per year; over 1 ,000 biting animals are quarantined for rabies observation. On occasion there may be as many as 20 dogs housed in the same cage resulting in injury to the animals and increased disease transmission. The quarantine facility must be self-contained, animals must be housed in 006, individual cages for a period of 10 days. The quarantine facility requires State licensing; the present site has been given a conditional status due to d ete ri orat i on. In 1985 a preliminary plan was submitted for approval on the Capital Improvements Plan. The proposed 18,000 sq. ft. facility contains space to hold 40,000 animals/yr, an adoption area, education and training facility, separate euthanization room as well as a holding freezer, separate quarantine area for 82 animals and a functional serviceability estimated to the year 2005. Council is referred to the original document ( 10/85) prepared by Freeman and Frantz Associates. It is estimated the cost of a lease purchase option on a twenty year period would average approximately $13,000 or $160,000 annually. 2. The cost of the facility should the City not lease would be $1 .5 million (1986 dollars) . 3. If the project is included in the next bond election, construction would be delayed by at least two additional years. COUNCIL DIRECTION Staff is requesting guidance from the City Council on which alternative should be pursued.
