Subject: SEAL COATING ALTERNATIVES

Seal coating has been a key component of the City's Street Maintenance
Program for a number of years. This maintenance process is inherently messy
and inconvenient for citizens. Council members and staff receive numerous
complaints about the process. There is a lack of understanding on the part
of citizens about how the process works, and because of negative experiences
with the process, there is little appreciation for any improvement in the
street's condition as a result of seal coating.
Because of the negative aspects of the seal coat process, it is now
recommended that seal coating as a maintenance procedure be restricted to
those streets that were originally constructed using the seal coat method and
that this seal coat work be performed by City crews. Changing this
maintenance procedure will result in a reduction in the number of lane miles
treated each year. The attached charts will be explained so that the City
Council is fully aware of the ramifications of changing the existing street
maintenance procedures.
