During that update, the Council was alerted to a potential problem regarding the acquisition of an interface between the 9-1-1 system and the City's computer aided dispatch (CAD) hardware. From the initiation of the project, it was staff's understanding that all interfaces needed to integrate the 9-1.1 system with existing hardware would be in place prior to 'cut-over". However, the 9.1-1 District staff only recently has informed City staff that the responsibility for securing an interface is the City's. During the July 14, 1987 Pre-Council meeting, the Council was informed by staff that an interface product had been ordered, but that it would take two weeks from July 14th for delivery. The staff of the Information Systems and Services Department believes that testing of an interface after installation of a product Could take longer than the four days available prior to the formal "cut-over" of the 9-1-1 system, assuming the product arrives on July 28th. The Police Department at this time is not able to quantitatively project the impact of manually entering 9-1.1 data into the CAD system, although it is obvious that additional resources will be required. Staff believes that the potential danger to the life and safety of Fort Worth citizens is sufficient to warrant a request to delay "cut-over' until an interface is established and adequately tested. While a delay would affect other cities in the 9-1-1 District, a delay would not result in a deterioration of their current level of public safety. A deterioration of service level could result in Fort Worth without an interface between the two systems. Attached for your review is a copy of a resolution which formally requests that the Board of Managers of the 9-1-1 District delay "cut-over". If additional information is needed, it will be furnished upon request. 0 9Douglas Harman City Manager -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS
