Air Quality Status Report (Ozone)
Background
�
In 1882 EPA projected that many counties nationwide, including Tar-
rant and Dallas counties, would not meet the ozone standard (health ef-
fects) during the summer =ozone, season. In February of 1983 EPA projected
economic and growth sanctions against these counties' However, in Novem-
ber 1983, EPA rescinded the sanction proposed in areas wherever approved
plans were being carried out by states. Instead, states were to submit
additional plan revisions and in January 1084, EPA published guidelines for
the new State Implementation Plan (SIP) revisions. On February 24, 1984.
EPA issued a nationwide oa| | for SIP revisions in those counties which
failed to meet the national standards by the end of 1882'
Subsequently, NCTCOG and its member local governments assisted the
Texas Air Control Board in the development of a revised SIP for control of
ozone in Dallas and Tarrant Counties, submitted by the State to the EPA in
September 1885. It implements a variety of control measures on certain
'- volatile organic compounds (VOC,$) that may contribute to the formation of
ozone.
These measures included: increased controls on stationary emissions
sources; the Federal Motor Vehicle Control Program (new car replacement) ; a
vehicle inspection and maintenance program; and |moai transportation control
measures (such as traffic signal and transit service improvements) . The SIP
demonstrates VOC emission reductions by December 1987 of about 25% for
Dallas and Tarrant Counties together. However, a total reduction of
slightly over GO% would have been required to demonstrate attainment of the
standard by the statutory deadline (end of 1887).
Progress Report on Meeting SIP Requirements
The TACB recently submitted a report to the EPA documenting progress
through the end of 1985 which revealed that total emission reductions in
Tarrant County were on the schedule projected in the SIP, and emission
reductions in Dallas County were a year ahead of schedule. The bad news is
that, as expected, neither county can demonstrate attainment of the ozone
standard by 1987.
On June 30, 1987 the EPA proposed disapproving Texas, plan for reducing
ozone levels in Dallas and Tarrant Counties. Disapproval would impose a ban
on the new construction or modification of major industries, such as area

automotive and aircraft manufacturers, whose air emissions contribute to the

formation of ozone. The proposed disapproval was published July 14, 1987 in
the Federal Register; there is a 60 day comment period.
The sanctions are proposed due to failure to "demonstrate attainment, "
i.e. failure to present a plan (SIP) that projects attainment of the stan-
dard at some future date.
Six-point Local Action Plan
The NCTCOG is now considering an action plan to avoid economic sanc-
tions. The plan has been approved by the Regional Air Quality Advisory

Committee and recommended to the COG Executive Board:

local officials; meet with Congressional representatives; meet
with EPA Administrator/staff; seek support to avoid economic sanc-
tions.
2. Develop Unified Position Statement - Review proposed sanctions
when published in Federal Register; seek public hearing/meeting

tivities through status reports; coordinate local response and
testimony: seek 3AC8 support; endorse unified position statement
among affected local governments.
3^ Determine if SIP Could be Developed Which Demonstrates Attainment
- Review control measures rejected in prior State Implementation
Plan process and others; estimate tons/year reduction in emis-
sions; Incorporate new EPA planning guidelines if published with-
in comment period; assess 5 and 10 year horizons; prepare written
report for review; if appropriate, initiate next SIP revision pro-
cess.
4. - Meet with local representatives from
other counties in Texas that have ozone exceedenoesv contact At-
lanta, Denver and other selected regions; seek meeting of all re-
gions in country facing sanctions; seek coordinated strategy.
5. Seek Modifications to Clean Air Act - Review amendments current-
|y under consideration; draft and seek sponsor for amendment
specific to economic sanctions.
6. Consider Litigation - Evaluate legal basis for sanctions; de-
velop draft litigation to be activated if necessary.

x Subject: AIR QUALITY STATUS REPORT (OZONE)
EPA is still drafting a policy to be implemented nationwide
regarding additional controls which could further reduce VOC emissions
throughout the region if they are implemented. These include one or
more of the following:
Additional vapor recovery at gasoline service stations during
vehicle refueling (referred to as Stage II) ;
Enhanced on-board carbon cannisters in automobiles for the control
of evaporative emissions and vehicle refueling;
Seasonal limitations on the volatility of gasoline stored or
marketed in metropolitan areas (referred to as Reid Vapor Pressure
control);
I/M programs and industrial source controls in counties surrounding
Tarrant and Dallas Counties (at least including Collin and Dentol);
Enhanced I/M programs includes tail pipe emissions testing;
Low VOC content coating for architectural use and autobody
refinishing.
All of these control measures might be considered for Tarrant
and Dallas Counties. In addition, further transportation controls
are probable.
Perimeter Counties
Five ozone readings above the national standard were measured
in 1986 in Collin County. The State is licating monitors to measure
ozone during 1987 in Wise County. They have stated their intention,
under a directive from the EPA, to monitor Rockwall, Kaufman, Ellis,
Johnson, Hood and Parker Counties in the near future.
The City staff will continue to work with the staff from NTCOG and
the City of Dallas to develop specific action steps which can be
considered by both cities and the COG.
