HomeMy WebLinkAboutIR 7209 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7209 *tpTtRf To the Mayor and Members of the City Council August 4, 1987 Subject: ANIMAL SHELTER ALTERNATIVES The City Council , on June 30, 1987, received Informal Report No. 7201 , "Animal Shelter Construction Alternatives", outlining different alternatives which could be considered to address the need of the animal shelter. The Council also viewed a video tape of the current conditions at the animal shelter. The alternatives listed in IR No. 7201 included the following: 1 ) Lease Purchase Option; 2) Immediate City Financed Construction; 3) Include the projection in the next bond election. The City Council requested that staff review the private sector interest in a lease/lease purchase option and the post construction operation of the facility. Dr. Brooks Taylor has been in contact with several individuals and groups and found some interest in either of these two alternatives. These alternatives are listed in the order that staff recommends. Opp, Lease Purchase Option This alternative would require the City to have the specifications and the design of the facility completed so that interested parties could submit bids on the same facility. The City would also be required to make annual payments (approximately $160,000 annually) to the Lessor for the use of the facility. The funds for the lease payments will need to be included in the Health Department Next Bond Election The City Council may choose to include the animal shelter in the next bond election. This alternative would delay the construction of the facility by at least two years. Immediate City Financed Construction An immediate City financed construction would require the use of a reserve account. Another option to this alternative is to form a group which could seek donations from the private sector to cover part or all of the cost involved in the construction of the facility.
