Contacts have been made with the EPA (Washington and Dallas) , the TACB (Austin), and the NCTCOG. Mayor Pro-Tem Williams presented testimony to the TACB public hearing in Dallas on August 14. The following material outlines a work plan to guide the City's action on this matter. Objectives - Development and approval of a revised SIP for the near term achieve- ment of air quality standards in Tarrant County, that incorporates fea- sible air control measures and avoids sanctions. - Enactment of federal air quality legislation which represents the best interests of the citizens of Fort Worth. Strategy ' The general strategy to be followed in achieving the objectives is for the City of Fort Worth to facilitate and monitor the SIP revision and approval process by the TACB and the EPA and to provide timely and effective communications to elected representatives regarding favorable administrative actions and legislative proposals. An EPA call for a post-1987 SIP should be expected in 1988. Work Tasks 1. Evaluate federal legislative proposals and prepare draft proposals for use by elected representatives. 2. Review and evaluate the applicability of data and parameters used in various air quality computer simulation models. 3. Review and evaluate the projected effectiveness of proposed air quality control measures. 4. Estimate the distribution of costs associated with the implementation and enforcement of proposed air quality control measures. 5. Estimate the economic effects of new legislative proposals. 6. Review and evaluate legal issues related to the implementation and en- forcement of proposed air quality control measures and the proposed sanctions. 7. Maintain contact and monitor actions and initiatives of federal , state, and local agencies related to the current air quality and sanction is- sues. Evaluate local pollutant control strategy options. 2. Evaluate the proposed SIP revision as presented by TACB and present formal testimony on that revision. 3. if locally approved, assist with approval process of the SIP revision by the EPA. 4.
