Subject: PARK HILL DRIVE BRIDGE
The purpose of this report is to bring the Council up-to-date on the status
of the project to replace the Park Hill Drive Bridge.
BACKGROUND
On April 14, 1987 (M&C C-10224), the City Council authorized the award of a
design contract for the Park Ridge Drive bridge to the firm of Wooten
Burgess & Associates, Inc., for a fee not to exceed $86,000. That contract
was executed on April 27, 1987. Concurrently, the State Department of
Highways and Public Transport at ion(SDHPT) advised the City that the SDHPT
Commission had, through Minute Order 'No. 85272, approved the project for
inclusion in the Off-System Federal-Aid Bridge Replacement Program. On May
28, 1987 (M&C C-10317), the Council approved the SDHPT'a Standard
Construction and Maintenance Agreement under which the State would pay 80
percent of the bridge's estimated project cost of $1,126,000 and the City
would pay the remaining 20 percent (estimated to be $225,200). The first
increment of the City's share, $112,600, was paid to the SDUPT on July 17,
1987. The second payment of $112,600 will be due 45 days prior to the
SDHPT'a scheduled date for letting the construction contract.

CURRENT STATUS
On July 9, 1987, an environmental assessment and a conceptual plan were
submitted to the SDHPT for its review and approval. It is our
understanding that the environmental assessment was considered to be
acceptable but that there was some divergence of opinion among personnel at
the local SDHPT office as to whether the bridge's architectural features
would be reimbursable under the Bridge Replacement Program. The plan has
been sent to Austin for review and for determination of the acceptability
of the architectural features in view of the bridge's historical nature.
The SDRPT's response is expected soon. Meanwhile, the consultant is
continuing to develop his designs based on providing a bridge that is
architecturally pleasing and in keeping with the ambience of the
neighborhood.
TENTATIVE SCHEDULE
After consultation with both the designer and the SDHPT's project engineer,
we believe that the fallowing schedule can be met:
1. The consultant completes the final construction drawings and delivers
them to the SDHPT (two months). November 1, 1987
Z. The SDHPT reviews final plans, prepares specifications and bidding
documents, invites bids and awards contract (five months).

It should be noted that, with Federal and State involvement, the design
phases will take longer than usual because of the State's and the FHWA's
reviews, both here and in Austin. In addition, once we deliver the final
00,11 plans to the State, we have no further influence over the project.
Accordingly, the foregoing schedule can only be viewed as our best estimate
as to the time it will take to replace the bridge.
