Subject: NEIGHBORHOOD HOUSING SERVICES (NHS) EXPANSION - SITE SELECTION

BACKGROUND
On January 14, 1986, the City Council authorized the City Manager to execute
a contract not to exceed $50,000 to be funded from Community Development
Block 'Grant Year X Contingency Fund to implement measures necessary for
NHS to expand its operations into a new neighborhood (M&C C-9455). The first
step in the process was to select the expansion site.
DISCUSSION
On October 13, 1986, the Community Development Council (CDC) recommended
expansion of the NHS program to the Near North and begin planning for the
expansion into Diamond Hill at a later date (see attached map for the general
location of these two areas).
The site selection went through the following process prior to the CDC action:
1. Analysis of quantitative data by the City Planning Department
resulting in four areas being recommended for consideration - Como,
Diamond Hill , Mid-South and Near North.
2. Review of Planning Department analysis and recommendation by the
NHS Expansion Ad Hoc Committee composed of CDC members. The following
provided technical support to the Ad Hoc Committee: Planning Dept.
and Housing and Human Services Dept. staff; NHS staff and members
of its Loan Committee; and a representative of the Neighborhood
Reinvestment Corporation (NRC), the national organization with which
the NHS is affiliated and which is providing matching funds for
the expansion. After analyzing available information and touring
the areas, the Ad Hoc Committee narrowed down the choice to Diamond
Hill and Near Northside and requested the NHS and NRC to obtain
additional information on these two areas.
3. Gathering of Non-Quantitative Data - The NRC and NHS staff identified
and interviewed people knowledgeable about the two areas and submitted
their findings to the Ad Hoc Committee.
4. Recommendation of a site by the CDC Ad Hoc Committee to the CDC
Housing Committee - The Ad Hoc Committee recommended that the NHS
expand its services to the Near North and simultaneously set the
stage for Diamond Hill to be phased into NHS at some future- date.
The CDC Housing Committee approved these recommendations on July
29, 1986.

5. Approval of Near North as the expansion site by the NHS Board of
Directors on October 2, 1986.
The expansion contract between the City of Fort Worth, NHS and NRC was
executed on September 4, 1987.
Once a Development Coordinator is recruited, planning and organizing of the Near
Northside area can begin.
Staff is prepared to furnish more detailed information, if desired.
