X Subject: ASSIGNMENT PAY - COMMUNITY RELATIONS OFFICER
Recommendation
It is recommended that the City Council adopt an ordinance
authorizing the Police Chief to designate Officers, who in addition
to their regular duties, will be assigned the duties of Community
Relations Officer.
It is further recommended that each of the officers who perform the
specialized duties of Community Relations Officer, as outlined in
the ordinance and shown above, be paid the sum of one hundred
twenty dollars ($120.00) per month as assignment pay in addition to
the officer's regular pay.
Discussion
Section 8D of the Police and Fire Civil Service Act (Article 1269m,
Vernon's Annotated Civil Statutes of Texas, to be recodified
effective September 1 , 1987 as Section 143,042 of the Local
Government Code) , was enacted in 1983 to permit certain cities to
authorize assignment pay for police officers and firefighters
performing specialized functions in their respective departments.
Assignment pay is in an amount and is payable under conditions as
set by ordinance, and is in addition to the police officers' or
firefighters' base pay. The statute allows for the adoption of an
ordinance which may set criteria that provides for payment of
assignment pay only to a police officer or firefighter in a special
assignment.
Police Chief Tom Windham requests that the City consider the
payment of assignment pay to designated officers performing as
Community Relations Officers in a special assignment. Such
assignment pay would recognize these officers for the specialized
duties they perform which are in addition to their normally
assigned duties.
Community_Eitl4lions Officers
Community Relations Police Officers will perform the following
specialized functions with the Police Department:
1 ) Conduct or participate in citizen meetings with the purpose
of providing information, answering questions and explaining
department procedures or actions.
