Subject: Animal Shelter Options
On October 6, 1987, the City Council instructed staff to take the appropriate
steps to bring a lease purchase agreement for a new animal shelter to the
City Council . After discussing this type of agreement with the Departments
of Law and Transporation and Public Works , it was decided that the animal
shelter should be designed before a request for proposals could be issued
by the City. The design of the shelter is necessary so bidders would submit
proposals on the same type of facility, allowing staff to compare the
proposals on an equal basis. Another reason for the design is because
the shelter will eventually be owned by the City and; therefore, the City
needs to request the type of facility that is needed.
The next step that needs to be taken is to select and award a contract
to an architect to design the shelter. Staff is currently discussing the
terms of a possible contract with Franz, Jeanes, Lazo, Cora & Associates,
Inc. This is the firm which made preliminary drawings of a shelter in
1985. Once the terms of the contract are agreed upon, a Mayor and Council
Communication (M & C) will be sent to the Council recommending approval
of the architect contract.
Should the City Council decide at a later date not to enter into a lease
purchase agreement, the design of the shelter could still be used for the
construction of the shelter.
Funds are currently not appropriated for the design or the construction
of the animal shelter. Staff will be recommending that monies from the
Capital Reserve account be used to pay the architect. Should the Council
approve a lease purchase agreement, funds may be appropriated each year
in the City's general fund to pay the annual payment. If the Council decides
to construct the shelter and pay for it upon completion, monies from an
undesignated fund account would have to be used.
Unless otherwise directed, staff will continue to work towards bringing
a M & C to the Council recommending the awarding of an architect contract
to design the animal shelter.

Recommendation
It is recommended that the City Council authorize the City Manager to prepare
and send out a Request for Proposal (RFP) for the purpose of providing an Animal
Control facility and for its operation for the City Animal Control program.
Discussion
The Animal Control facility currently operated by the City has been sub-standard
for several years. Sick and injured animals are frequently handled with healthy
animals, as well as small and large animals housed in the same cage. The
facility has no area for cats or small puppies other than mobile cages in the
rear of the kennel .
The Animal Control program operates a quarantine facility for biting animals
suspected of rabies. This facility, too, does not have adequate.space and has
been given conditional approval to operate by the Texas Department of Health for
the past four (4) years.
In an attempt to provide a facility which will meet current and future needs for
the City and provide adequate care for these animals, it is necessary to
consider all available options. Therefore, it is staff's recommendation that
specifications be proposed with input from the Transportation and Public Works
and Public Health Departments as well as the Texas Department of Health and
other interested parties. Once this is completed, we will entertain proposals
from outside interested parties to provide an Animal Control facility. The RFP
will not obligate the City in any manner.
